The property is located on the north side of Sunnyside Drive gust merest of the Ashler Creek Bridge. This is essentially a. housekeeping item in that the property is an abandoned portion of sunnyside Drive that the County deeded to the adjoining property owner. It will be incorporated into an existing parcel. The Kalispell City Planning Board held a. public hearing on October 11, 2005 to consider the request. The staff presented a report evaluating the proposed zoning and recommended an initial zoning designation of R- , Two Family Residential, based on the surrounding City zoning and the Kalispell Growth Policy. There was no one at the public hea n* ng to speak either in favor or in opposition to the proposal. After the public hearing the board discussed the property. A motion was made and passed unanimously to forward a. recommendation that initial zoning for this property should be R- , Two Family Residential, upon annexation. RECOMMENDATION: A motion to approve the first reading of the ordinance for initial zoning would be in order. FISCAL EFFECTS: Positive impacts once fully developed. The property is designated by the Kalispell Groff Policy 2020 as "Urban Residential" which is defined as anticipating four to 12 d elhn s per acre. Because of the plans for the provision of public water and serer to the site, the proposed. R-4 zoning designation is in compliance with the groom pohey designation. Because of the configuration of this property, and limited size no additional lets could be created but rather made a part of are e dsting lot. The R- zoning has a minimum lot size requirement of 6,000 square feet with each lot allowing a duplex or a. base density of one dwelling per 3,000 square feet. However, as previously mentioned the configuration of this property does not lend itself to allow the maximum density provided for under the zon�r� . 2 2. Is the requested zone desigged to lessen co stion in the streets? No additional increase in the traffic in the area will result from the inclusion of this property into the city or the zoning of this property to R-4 and will net impact the functiorAng of the streets in the area. 3. Setback, height, and coverage standards for development occurring on this site are established in the K l isped. Zoning Ordinance to insure adequate light and air is provided. . Will the requested zone prevent the overcrowding of land? As previously noted this area has been anticipated for residential development and since Public grater and sewer are available to the area the urban lard use designation is appropriate. The anticipated density generally falls within the proposed R-4 zoning designation. All public services and facilities will be available to serve this property. An overcrowding of land would occur if infrastructure were inadequate to accommodate the development in the area. This is unlikely to occur. 7. Will the re tested zone avoid undue concentration of people? Mir imam lot standards and use standards as well as subdivision development standards will avoid the undue concentration of people at the time the property is further developed. .
