SUBJECT: Resolution 5013 - Employment of Construction Manager
MEETING DATE: Monday, May 16, 2005 — Regular Meeting
BACKGROUND: Municipal infrastructure is often constructed by private
developers to serve their developments and upon completion, such infrastructure is
conveyed to the City for its continuing operation and maintenance. As the pace of
growth in the City has increased, it has been the experience of the City that some
infrastructure has been accepted by the City that is defective or otherwise
substandard and requires further investment by the City to repair or bring to
standard. It is the opinion of staff that this problem may be reduced or alleviated
by establishing subdivision design standards, as well as the employment of a
construction manager with the necessary qualifications to adequately inspect the
new infrastructure prior to acceptance by the City. The Construction Manager will
determine that such infrastructure is constructed to the required city standards and
is not otherwise defective thereby reducing City and homeowner costs to remedy the
problem.
RECOMMENDATION: That Council pass Resolution 5013 and authorize the City
Manager to immediately create and fill a full-time City position of Construction
Manager, with the discretion to determine the qualifications of such position and
pay grade that is in scale with those factors currently employed to set salary of City
employees.
FISCAL EFFECTS: The anticipated annual costs of personnel and support is
approximately $120,000.00. It is further anticipated that cost savings to the City
from detecting defective or substandard infrastructure in advance of acceptance will
be substantially more.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO CREATE AND FILL
THE FULL-TIME CITY POSITION OF CONSTRUCTION MANAGER.
WHEREAS, municipal infrastructure is often constructed by private developers to serve their
developments and upon completion such infrastructure is conveyed to the City for
its continuing operation and maintenance; and
WHEREAS, as the pace of growth in the City has increased, it has been the experience of the
City that some infrastructure has been accepted by the City that is defective or
otherwise substandard and requiring further investment by the City to repair or
bring to standard; and
WHEREAS, it is the finding of City Council that this problem may be reduced or alleviated,
thereby reducing City costs, with the employment of a construction manager with
the necessary qualifications to adequately inspect the new infrastructure prior to
acceptance by the City to determine that such infrastructure is constructed to the
required city standards and is not otherwise defective.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. The City Manager is authorized to immediately create and fill a full-time
City position of Construction Manager, with the discretion to determine
the qualifications of such position and pay grade that is in scale with those
factors currently employed to set salary of City employees.
