SUBJECT: Parking Regulations

BACKGROUND: There have been three recent parking restriction requests that
require the attention of the council. The first is to limit parking on the east side of Lions
Park to two hours to improve congestion in the area. Parking in the area has been
monopolized by a few individuals and is preventing use of the park. Two hour parking
should improve vehicle rotation and make the hark more available.
The second area for consideration is adjacent to the Sheriff's Office on Main Street, The
Sheriff's Office has requested a loading zone on Main next to the Justice Center to
improve congestion from delivery vehicles. The loading zone would be restricted to
those individuals approved in advance by the Sheriff s Office at our recommendation.
The Department of Transportation. and Public Works have coordinated the location of the
zone.
The third area for consideration is on Second Avenue West in the 100 block on the east
side of the street. Permits should be required to provide additional spaces adjacent to the
facility. This is needed to provide for parking for the elderly residents at Center Court
Manner.
RECOMMENDATIONS: The council should adopt the ordinance on second reading.

AN ORDINANCE TO AMEND SECTION 1.7-90(C), KALISPELL CITY CODE, PRESCRIBING TWO
HOUR PARKING ONLY ON THE WEST SIDE OF THIRD AVENUE EAST BOUNDING LIONS
PARK AND DIRECTING THE PLACEMENT OF APPROPRIATE SIGNAGE THEREFORE; TO
AMEND SECTION 17-54, KALISPELL CITY CODE, REMOVING THE EAST SIDE OF THE 100
BLOCK OF SECOND AVENUE WEST FROM THE TWO HOUR PARKING ALLOWANCE AND
PURSUANT TO RESOLUTION 4105 RESTRICTING PARKING TO PERMIT PARKING ONLY AND
DIRECTING THE PLACEMENT OF APPROPRIATE SIGNAGE THEREFORE; AND PURSUANT
TO SECTION 17-72-1, AUTHORIZING THE POLICE CHIEF TO DESIGNATE A LOADING ZONE
IN FRONT OF THE FLATHEAD COUNTY JUSTICE CENTER AT 920 SOUTH MAIN STREET AND
DIRECTING THE PLACEMENT OF APPROPRIATE SIGNAGE THEREFORE , AND DECLARING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS:
SECTION I. Section 17-90(c) of the Kalispell City Code is hereby amended to read as follows.
(12) on the west side of Third Avenue East bounding Lions Park.
SECTION II Section 1.7-54 of the Kalispell City Code is hereby amended to remove the cast
side of the 100 Block of Second Avenue West from the two hour parking
allowance and, pursuant to Resolution 4105, adopted by City Council June 21,
1993, to restrict parking of such designated area to Permit Only parking.
SECTION III Pursuant to Section 17-72-1 of the Kalispell City Code, the Police Chief is
authorized to designate a loading zone in front of the Flathead County Justice
Center at 920 South Main.
SECTION IV The Police Chief is directed to have the appropriate signage placed at each of
the above -described locations.
SECTION V. All other portions of Sections 17-90 and 17-54, Kalispell City Code, shall
remain unchanged.
SECTION VI.This Ordinance shall take effect from and after 30 days of its passage by the City
Council.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE CITY OF
KALISPELL THIS 16TH DAY OF MAY, 2005.
