SUBJECT: Bid Award — 2005 Street Overlay Contract
MEETING DATE: May 1.6, 2005
BACKGROUND: The current budget includes an appropriation of $243,827.00, of which $117,887.00
remains for current year pavement maintenance work ($125,940.00 was carry-over from the preceding
fiscal year). These funds are used each year for chipseals and overlays of City streets. The 2005 project
was previously bid but both bids were rejected for irregularities. This time three bids were received, from
JTL Group ($127,191.47), LHC Inc. ($I32,262.50) and Schellinger Construction ($163,765.05). All bids
were found to be in order.
The low bid is approximately $9,300 more than currently budgeted for this work. This past year
expenditures in this budget were less than anticipated due to the light winter and correspondingly less was
spent for winter maintenance materials. As a result, there is adequate funding available to allow for award
of the contract. Staff recommends award of the 2005 project to JTL Group based on their low bid of
$127,191.47. The bid analysis is attached for your information.
ACTION REQUESTED: AT CITY COUNCIL MEETING OF MAY 16, MOTION TO
APPROVE THE AWARD OF THE 2005 STREET OVERLAY CONTRACT TO JTL
GROUP OF KALISPELL.
FISCAL EFFECTS: Expenditure of Gas Tax funds totaling $1.27,191.47.

Bids for the 2005 Street Overlay Project were opened on Wednesday, March 4, 2005. Bids were
received from JTL Group, LHC Incorporated, and Schellinger Construction Co. All bids were
received in order and contained the required Bid Bond.
The bid results are as follows:

JTL Group $ 127,191.47
LHC Incorporated $ 132,262.50
Schellinger Construction $ 163,765.05
There is a $3.59 mathematical error in LHC's bid that does not alter the bidding hierarchy.
I recommend the bid for the 2005 Street Overlay Project be awarded to JTL Group in the amount
of $127,191.47.
