Dear Mayor Pamela Kennedy & Council Members Jim. Atkinson, Kari Gabriel, Robert
Hafferman, Bob Herron, Randy Kenyon, Duane Larson, Hank Olson, and Jayson Peters,
I was informed today by Narda Wilson that my term with the Kalispell City Planning Board &
Zoning Commission is due to expire on April 30tn of'this year, I wish to express my awe that two
years has passed since my appointment to this board.
In my tenure with the board I feel that substantial progress has been made by the board during its
regular meetings and work sessions. We have tackled several zoning ordinances such as signage
regulations, architectural review, lighting standards, junk vehicle standards, and redevelopment
incentives. Areas that we feel need attention are pedestrian access & sidewalks, bonus density for
redevelopment projects, updating of the growth policy, and avenues to provide affordable
housing opportunities within our city; we have plans to discuss and draft policies with regards to
these items in upcoming work sessions.
I are excited with the opening new of channels of communication with the Flathead County
Planning Board and I have attended meetings that I felt will impact the city and its future
development. I have also attended the Eastside Homeowners & developers meetings regarding
the future of the former Court House East property.
It is my hope that the council will see fit to accept this letter as my application of reapplying for
my position on. this board, and it is my wish that you will reappoint me.
I understand the need for fresh ideas and new approaches in the planning process, and I feel that
this has been met with the recent appointment of Bryan Schutt & Council Member Kari Gabriel
to the beard. Learning the process, abilities, and responsibilities of the board takes time; at two
years into it I feel that I am now an asset to the board with my experience.
With my experience as an independent fee appraiser in the market I am always expressing to the
board how our economy is market based and the market is pushing the growth, and into which
direction I see it heading. I feel that all the current members of the board have experience that is
valuable to our planning process but I can only ask for reappointment for myself.

Kalispell City Planning Board. My first two years on the board
have busy and I feel there is still much to be done.
My nearly 30 years as a Kalispell homeowner have provided a
long-term view of the city's growth. And my 20 years as a reporter
means I not only know the background behind many issues, but
often attended the meetings at which they were first discussed.

Re: Planning Board and Zoning Commission Advisory Position
Dear Mayor Kennedy:
I would like to volunteer to fill one of the vacant seats on the Planning Board and Zoning
Commission. It would be my honor to serve the citizens of Kalispell in one of these
advisory positions. I immensely enjoy living in this city and feel drawn to contribute to
the community in a positive way.
I grew up in Kalispell, but left to attend college and pursue work interests. However, the
Flathead offers an enviable quality of life that I found myself missing .more deeply as the
years went by. When the opportunity to return arose, I did so without hesitation.
My participation would add a fresh face. I would hopefully bring unique ideas and broad
perspectives to compliment the board. I am neither a pro -business cheerleader nor an
anti -development naysayer. In my opinion, growth is natural for attractive areas of the
nation like ours, and preparing for this inevitability is essential to sustain the quality of
life our residents enjoy. Kalispell is not the same as I remember twenty years ago, and it
will not be the same twenty years from now. Only wise planning will ensure future
change is positive and agreeable.
I believe my work and life experiences give me a broad understanding of the Flathead
and it's relationship to the rest of world. I will remain unbiased, rational and respectful
of fellow members and their opinions, as well as to those presenting projects to the
board. Our citizens and businesses deserve balanced representation that will act
thoughtfully on behalf of their interests and needs.
I have enclosed a brief outline my background, work experience and education. With
these credentials and my belief in the people of the Flathead, I can make a constructive
