SUBJECT: Second Reading, Ordinance 1528, Parking on East California Street
MEETING DATE: March 21, 2005
BACKGROUND: At Councilman Haffermarfs request, KPD and PWD staff reviewed on -street parking
along East California Street between 7`l' and 8`l' Avenues EN. Councilman Hafferman had expressed
concerns with the street width and the impact of parked vehicles on traffic safety and the ability of
emergency services and street maintenance vehicles to operate safely. Public Works Superintendent
Hogan and KPD Traffic Officer Dobis surveyed the area and concluded that parking should be restricted
to the north side of East California Street between 7"' Avenue EN and 8th Avenue EN, a distance of
approximately 340 feet.
The Public Works Department staff concurs with this and recommends approval of a no parking
zone on the south side of East California Street between 7`i' Avenue EN and 8"' Avenue EN. The City
Attorney has prepared Ordinance 1528 to implement this recommendation
At the meeting of 7 March staff was directed to provide notice of this proposed change to
residents potentially affected by the change. This has been done. All public comments regarding this
change and received to date have been forwarded to the City Clerk.

ORDINANCE NO. 1528
AN ORDINANCE TO AMEND SECTION 17-54, KALISPELL CITY CODE, PROHIBITING
PARKING ON THE SOUTH SIDE OF EAST CALIFORNIA STREET BETWEEN 7TH
AVENUE EAST NORTH AND 8TH AVENUE EAST NORTH, AND DECLARING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS:
SECTION I. Section 17-54 of the Kalispell City Code is hereby amended to read as
follows.
(ZZ) On the south side of East California Street between 7tt
Avenue East North and 8th Avenue East North, at any time.
SECTION II. All other portions of Section 17-54, Kalispell City Code, shall remain
unchanged.
SECTION III.This Ordinance shall take effect from and after 30 days of its passage by the
City Council.
