SUBJECT: Resolution No. 4987 — Resolution of Intent — Whitefish
Stage Sewer Interceptor Request for Proposals
MEETING DATE: Monday, March 7, 2005 — Regular Council Meeting
BACKGROUND: The owners of real property north of the City and referred to as
the "Two Rivers" area, have expressed interest in developing their property to
urban density and have made application to the County for a Master Plan
amendment. Determining this to be an earnest request on the part of the
landowners, the City commissioned a preliminary engineering report on the
requirements of extending City sewer services into this area. This report is now
complete and available for construction design and planning. It has been the
general consensus of Council that if this area is to be developed to urban density, it
is in the best interests of the City and the landowners in the area that it be served
by City sewer services.
RECOMMENDATION: It is the opinion of staff that it would be prudent to send
out a request for proposals to solicit the front-end investment by the private sector
in this sewer extension project. This may prove to be an effective gauge of the
interest level of the landowners and investors of the community to invest in this
area. Therefore, staff recommends that Council pass Resolution 4987 to direct that
the RFP be transmitted.

A RESOLUTION OF INTENT TO DEVELOP KALISPELL CITY SEWER SERVICE
INFRASTRUCTURE NORTH OF RESERVE STREET ALONG WHITEFISH STAGE
ROAD AND TO SOLICIT PRIVATE INVESTMENT IN THE PROJECT THROUGH A
REQUEST FOR PROPOSALS.
WHEREAS, the owners of real property north of the City and referred to as the "Two Rivers"

have made application to Flathead County for a Master Plan amendment; and
WHEREAS, City Council has determined this to be an earnest request on the part of the
landowners and therefore commissioned a preliminary engineering report on the
requirements of extending City sewer services into this area. This report is now
complete and available for construction design and planning; and
WHEREAS, it is the general consensus of the City Council that if this area is to be developed
to urban density, it is in the best interests of the City and the landowners in the
area that it be served by City sewer services; and

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. City staff is hereby directed to advertise for a Request for Proposals by
interested private investors in the Kalispell City Sewer extension project
north of Reserve Street into the "Two Rivers" area and to bring any such
proposals received back to City Council for consideration.
