SUBJECT: Three Mile Drive Sewage Lift Station
MEETING DATE: 20 June 2005 (Reviewed: Work Session 7 June 2005)
BACKGROUND: The expansion of the City west on Three Mile Drive has required the
extension of water and sewer utilities by private development. Four developments have recently
been approved which have agreed to jointly share in the cost of another sewage lift station. These
four developments total 505 residential units. Acting on past guidance from City Council, staff
has worked with the developers to arrive at an optimum over -sizing of the lift station which will
allow for additional growth on properties adjacent to and west of the current four. The additional
capacity will permit the lift station to serve approximately 1,000 total residential units. In
addition, the City has requested over -sizing certain water and sewer mains with the
developments to allow for orderly growth beyond the boundaries of these developments. This
project has been designed and a firm bid price has been obtained by the private partners. In order
to move the project forward as soon as possible, the four partners have asked the City to join as
financial partner in the project. The additional capacity that the City would fund is approximately
47.8% of the total. The cost of this capacity along with the City -requested water and sewer main
over -sizing totals $112,538.00. The total project cost is $235,286.50.
Staff recommends that the City participate in this project in the aforementioned amount
in order to ensure the approved projects move forward as soon as possible and that much needed
additional utility capacity is available to provide timely support of orderly growth in the area.
Staff further recommends that the cost of this growth -related investment of City sewer and water
SDC funds be reimbursed to the Sewer and Water funds by a sewer and water latecomer charge
against each residential connection, or equivalent thereof, which uses any portion of the surplus
capacity created by this investment.

RECOMMENDATION: Authorize partnering with Russell Purdy, et al, to construct a sewage
Lift station and other utility facilities on Three Mile Drive.
ACTION REQUESTED: AT CITY COUNCIL MEETING OF JUNE 20 — MOTION TO
AUTHORIZE CITY PARTICIPATION IN CONSTRUCTION OF UTILITY FACILITIES
ON THREE MILE DRIVE.
FISCAL EFFECTS., Expenditure of water and sewer SDC funds totaling approximately
112,538.00. This amount to be reimbursed to Sewer and Water fund SDC accounts via a
latecomer fee to be determined after project completion and based on actual construction costs.
