Patrick, City Manager SUBJECT: Adoption of New Planning Fee Schedule MEETING DATE: June 6, 2005 BACKGROUND: The City of Kalispell is creating a Planning Office since Tri-City Planning is being disbanded at the end of June. Planning Fees are currently set by the Tri-City Board of Directors but now Council must establish the fee schedule. City Council requested staff to review all fee categories with the intent of creating a greater degree of equity between services provided by planning and demands placed on it by various development activities. Another task was to improve the quality of infrastructure development in new subdivisions by inspecting the infrastructure construction. The current preliminary and final subdivision review fee schedule does serve to address the actual cost of planning services during a typical subdivision process. The additional costs associated in the infrastructure inspection were not considered in the current fees. Based on these reviews, staff is recommending that subdivision fees be significantly increased. In 2004, the Planning Office reviewed 16 preliminary plats with 746 lots and 21 final plats accounting for 539 lots. Based on last year's activity and to raise the funds to provide infrastructure construction inspection, staff proposes increasing the per/lot fee assessed every project from $40llot to $100/lot. This increase would generate an additional $77,000 in fees based on activity during calendar year 2004. RECOMMENDATION: That Council approve the attached Planning Office Fee Schedule for implementation on July 1, 2005. FISCAL EFFECTS: Increase revenue by approximately $77,000 per year. Patrick, City Manager RESOLUTION NO.5015 A RESOLUTION TO SET THE CITY OF KALISPELL PLANNING OFFICE FEE SCHEDULES TO BECOME EFFECTIVE JULY 1, 2005. WHEREAS, on July 1, 2005, the City of Kalispell will no longer contract for the land use planning services of the Tri-City Planning offices and the City will begin providing those services to the public with an employee --staffed Kalispell City Planning Office; and WHEREAS, the land use planning services provided by the City Planning Office include, but are not limited to, plat reviews, applications for growth policy amendments, annexations, establishment and amendments to zoning, applications for conditional use permits, flood plain reviews and appeals; and WHEREAS, it is necessary for the City of Kalispell to establish a fee system to be charged to the public that utilizes the services of the Kalispell City Planning Office so that the costs and expenses of that office may be equitably paid; and WHEREAS, the planning office staff and city manager, using projected activity for the fiscal year 2005-2006, have developed a draft fee schedule, attached hereto as Exhibit "A", which is anticipated to provide the necessary revenues to fund the Kalispell City Planning Office for fiscal year 2005-2006. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. The Kalispell City Planning Office fee schedule, attached hereto and fully incorporated herein by this reference, shall be and is hereby established as the valid and enforceable fee schedule of the Kalispell City Planning Office for those services provided, to become effective on July 1, 2005 and to remain effective until later amended or repealed.
