MEETING DATE: February 22, 2005 `I'ohC!n Throii h Partnerships BACKGROUND: At the request of residents in the area of 5th Avenue East and 5"' Street East a traffic study was conducted to determine the need for traffic control devices at that intersection. The study indicates that a two-way stop sign is warranted on 5' Street East at 5t' Avenue. This configuration is also in general compliance with the recent "Safe Route to Schools" plan implemented at Hedges School. A copy of the engineering study is attached RECOMMENDATIONS: The council should adopt a resolution requiring stop signs on 5' Street East at 5t' Avenue East. FISCAL EFFECTS: None. ASS IS ; AN [ CHIEF 0- POLICE RESOLUTION NO.4981 A RESOLUTION APPROVING THE PLACEMENT OF STOP SIGNS ON 5TH STREET EAST AT ITS INTERSECTION WITH 5TH AVENUE EAST AND DECLARING AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That vehicles, including motor vehicles, bicycles, or other vehicles shall be required to stop in the east and west bound lanes of 5th Street East at the intersection of 5th Avenue East. SECTION II. The Chief of Police is authorized and directed to erect stop signs at the above locations. SECTION 111. This Resolution shall become effective immediately upon its passage by the City Council and approval by the Mayor. As part of that study, traffic counts were taken of the intersection. A copy of those results accompanies this memo. As you can see, 5th Street East experiences greater traffic than 5th Avenue East. However, if you look carefully at the time of day when traffic is the greatest, you will notice that those times (8:00 a.m. and 3.00 p.m.) correspond to the release times of Hedges Elementary School, which is nearby. Furthermore, 5th Avenue East is Manned as the major route of the "Safe Routes to School" program that I am currently working on for Hedges Elementary School. It is my recommendation that, while 5th Street East experiences more traffic, the relative difference in the number of cars is negligible, and that the establishment of a safe pedestrian crossing takes precedence. The MUTCD, Section 2B.05 states, "A STOP sign should not be installed on the major street unless justified by a traffic engineering study. Support: The following are considerations that might influence the decision regarding the appropriate street upon which to install a STOP sign where two streets with relatively equal volumes and/or characteristics intersect: A. Stopping the direction that conflicts the most with established pedestrian crossing activity or school walking routes;" I feel that this support from the MTJTCD is more than enough to warrant the placement of stop signs on 5th Street East to aid in the establishing of a safe school pedestrian crossing.
