SUBJECT: Award Bid — Noffsinger Springs Lead Abatement and Window Replacement
MEETING DATE: February 22, 2005
BACKGROUND: The current budget includes an appropriation o $49,000.00 for lead abatement and
replacement of the windows in the control building at Noffsinger Spring. Lead abatement is a very
specialized area of work with few companies that perform the service. A single bid from IRS
Environmental of Washington ($39,728.00) was received by the 10 February 2005 due date.
After review of the bid staff recommends award to IRS Environmental based on their bid of
$39,728.00.
ACTION REQUESTED: AT CITY COUNCIL MEETING OFFEBRUARY22, MOTION TO
AWARD THE BID FOR LEAD ABATEMENT AND WINDOW REPLACEMENT AT NOFFSINGER
.SPRINGS TO IRS ENVIRONMENTAL OF SPOKANE VALLEY, WASHINGTON.
FISCAL EFFECTS: Expenditure of Water funds totaling $319,728.00, an amount that is $9.272.00 less
than is budgeted in FY 2004/2005.

The Total Bid Price is for $39,728.00
The Additive Alternate Bid (for the installation of an exterior insulation and finish
system) is for $50,350.00.
Staff' recommends that IRS Environmental, Inc,, be awarded the contract for the base
bid for referenced project in the amount of $39,728.00. The lead abatement work is
environmentally sensitive in nature and there are only a few companies within this
geographic area who are licensed to do lead abatement work.
There are adequate monies in the Water Operations Fund (5210--447-430550/560 Line
Item 3F) to finance the referenced project..
