Patrick, City Manager SUBJECT: REQUEST TO PREPARE HOME GRANT APPLICATION AND SET PUBLIC HEARING DATE MEETING DATE: February 7, 2005 BACKGROUND: The Community Development Department requests Council authorization to prepare a HOME grant application in the amount of 5324,500 to provide down payment and closing cost assistance to a minim -am of 10 first time homebuyers. The application is due on March 4, 2005 and a Public Hearing must be held prior to that date in order to meet the grant requirements. RECOMMENDATION: Council pass a Resolution authorizing the preparation of the grant application and set a Public Hearing date of February 22, 2005. FISCAL IMPACT: The Community Development Department may receive up to $24,500 in administrative costs. ALTERNATIVES: As suggested by Council. Respectfully submitted, h e H Path ek; Susan Moyer, Director City Manager Community Development Memo prepared: January 24, 2005 RESOLUTION NO. 4971 A RESOLUTION AUTHORIZING SUBMISSION OF A GRANT APPLICATION TO THE MONTANA DEPARTMENT OF COMMERCE HOME INVESTMENT PARTNERSHIPS PROGRAM ("HOME") AND SETTING A DATE FOR A PUBLIC HEARING. WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce for a Home Investment Partnerships Program Grant (HOME) in the amount of $300,000 and $24,500 in Administration funds to provide down payment and closing cost assistance to a minimum of ten (10) first time homebuyers. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION I. That the City of Kalispell agrees to conform to the regulations, statutes, terms and conditions for the Application. SECTION II. That James H. Patrick, City Manager, is authorized and directed to submit this Application to the Montana Department of Commerce on behalf of the City of Kalispell, and to provide such additional information as may be required. SECTION III. A public hearing is hereby scheduled for February 22, 2005 at 7:00 p.m. in the City Council Chambers at City Hall, 312 First Avenue East, Kalispell, Montana for the purpose of taking public comment on the application.
