Hansz, P.E., Director of Public Works SUBJECT: Award Bid — WWTP Secondary Clarifier Rehabilitation Phase 2 MEETING DATE: February 7, 2005 BACKGROUND: The current budget includes an appropriation of $400,000.00 for the rehabilitation of the WWTP secondary clarifiers. Two bids, from Swank Enterprises ($429,578) and from Sletten Construction of Great balls ($521,000), were received by the deadline of February I". The bid results and enginceCs analysis is attached for your information. The base bid from Swank Enterprises is recommended for award. The alternate bid for non -corrosive weirs is not recommended for reasons of cost. The budgeted amount estimated for this project is less than the amount of the bid. This difference can be accommodated in the current budget without need for an amendment due to accumulated and anticipated savings on other replacement items programmed in the budget. ACTION REQUESTED: AT CITY COUNCIL MEETING OF FEBR UARY 7, A MOTION TO AWARD THE BID FOR REHABILITATION OF SECONDARY WWTP CLARIFIERS TO SWANK ENTERPRISES OF KALISPELL, MT. FISCAL EFFECTS: Expenditure of funds totaling $429,758.00, an amount that is $29,578.00 more than is specifically budgeted in FY 2004/2005. The difference can be accommodated without a budget amendment. Director of Public Works/City Engineer City of Kalispell PO Box 1997 Kalispell, MT 59903-1997 RE: WWTP Secondary Clarifier Rehabilitation -- Phase 2 Award Recommendation Dear Mr. Hansz: Bids were received for the City of Kalispell Wastewater Treatment Plant Secondary Clarifier Rehabilitation — Phase 2 project February 1, 2005. A total of two Contractors submitted bids for the project. The purpose of this letter is to summarize the bids received and recommend a course of action for the City. SUMMARY OF BIDS RECEIVED A detailed bid tabulation is attached to this letter for your review. The total bid for each Contractor is summarized below. Description •o Additive Alt 1 Swank Enterprises $429,578 $30,118 Sletten Construction COSY $521,000 $49,160 The Base Bid for the low bidder, Swank Enterprises from Kalispell, Montana, was $91,422 below the next low bidder, but $87,578 above the Engineer's Estimate. No glaring discrepancies are apparent. After the bid opening, Swank Enterprises was also contacted by telephone and they confirmed that they are comfortable with their bid price. "Providing resources in partnership with clients to achieve their coals" 1929IMORMSON MMERLE, INC. BID IRREGULARITIES One minor bid irregularity was noted in the bid submitted by Swank Enterprises. The total bid amount shown in the bid form was $429,577, however when you sum the individual bid items the total bid amount is $429,578, a difference of $1. We would consider this a minor irregularity, and since it does not affect the outcome of who is the low bidder, we recommend that the City consider waiving this irregularity. CONTRACTOR'S QUALIFICATIONS The two Contractors who submitted bids are both well known and fully qualified construction firms. The low bidder, Swank Enterprises, is experienced working in and around water and wastewater treatment plants on projects in excess of $13 million. We believe that the low bidder is qualified to perform this work. AWARD RECOMMENDATION Based on a review of the bids received and a review of the Contractor's qualifications, we recommend that if the City continues forward with this project that award be made to Swank Enterprises of Kalispell, Montana.
