Secondary Clarifier Rehabilitation — Phase 2 project February 1, 2005. A total of
two Contractors submitted bids for the project. The purpose of this letter is to
summarize the bids received and recommend a course of action for the City.

BID IRREGULARITIES
One minor bid irregularity was noted in the bid submitted by Swank Enterprises.
The total bid amount shown in the bid form was $429,577, however when you
sum the individual bid items the total bid amount is $429,578, a difference of $1.
We would consider this a minor irregularity, and since it does not affect the
outcome of who is the low bidder, we recommend that the City consider waiving
this irregularity.
CONTRACTOR'S QUALIFICATIONS
The two Contractors who submitted bids are both well known and fully qualified
construction firms. The low bidder, Swank Enterprises, is experienced working in
and around water and wastewater treatment plants on projects in excess of $13
million. We believe that the low bidder is qualified to perform this work.
AWARD RECOMMENDATION
Based on a review of the bids received and a review of the Contractor's
qualifications, we recommend that if the City continues forward with this project
that award be made to Swank Enterprises of Kalispell, Montana.
If you have any questions or would like to discuss this recommendation further,
please do not hesitate to call me.
Sincerely,
MORRISON-MAIERLE, INC.
