BACKGROUND: A recent amendment of the city sign ordinance allows the Kalispell
Center Mall to request an increase in the maximum sign area allowance for the mall property.
Currently, they have a total of 2021 square feet allowed wader the ordinance. Where is
approximately 1000 square feet of existing sign area.
At a work session on December 12, the mall presented a request for an increase of 644 square
feet over the allowable 2021 square feet for a total of 2665 square feet. The request (noted
below in italics) reflects existing sign area plus wall signs for Red Lion., sign area for interior
tenants, and two freestanding signs (one on Main St. and one on St" Ave W). Thee sign pit
application also Mcl des a monument sign and another large freestanding sign on Center Street
which was not part of their request at the work session.

All of the existing signs will remain unwed in the mediate future, includffig the large
freestanding sign currently located rear the intersection of Ma and Center. At some point M
the faturo, perhaps 12-18 months, the sign may have to be removed in order to comply with
regulations related to permissible modifications of grandfatheredsigns and the fact that the
developers propose a fature buildmg pad at this site.
Approval by the Council will provide a. increase M the maximum sign area allowance; the signs
will otherwise be required to comply with the sign ordinance regulations. As was mentioned at
the workshop, the proposed additional signage does carry forward the design standards of the
building update including timber beams and stonework. In addition, it was pointed out that there
is no signage along 5 which is a major street along the westem border ler of the mall site.
RECOMMENDATION: A motion to approve the resolution to allow are. Mcrease in the
maximum sign area allowance would he in order.

A RESOLUTION To APPROVE THE SIGN PERMIT APPLICATION SUBMITTED BY
THE KALISPELL CENTER MALL PROPERTY OWNER ALLOWING FOR SIG AGE
IN EXCESS of THAT OTHERWISE ALLOWABLE UNDER THE KALISPELL
ZONING REGULATIONS.
WHEREAS, on the 1. 'h day of October, 2005, Kalispell City Council gassed Ordinance No.
1555, the sign regulations of the Kallspell City Zoning ordinances; and
WHEREAS, Section .24,0o of the sign regulations allows "'businesses having approved
entrances from more than two collector streets and/or on arterial highways may
submit a s g age plan to the City Council for their approval that exceeds the sign
area allowable by this ordinance. �'; and
WHEREAS,, the Kalispell Center Mall property meets the criteria of such regulations and. the
owner has submitted a sign permit application that otherwise exceeds the sign
area allowable under the ordinance to the City Council; and
WHEREAS, the City Planning and Zoning staff has reviewed the sign permit application and
recommends to Council than based upon the above referenced amendment to the
sign ordinance, ce, it be approved.
Now, T I R: `o .E, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The sign permit application submitted after the December 12, 2005 Council
work session, on behalf of the Kalispell Center Mall property owner is
hereby approved
