SUBJECT: Decorative Light Maintenance Assessments
MEETING DATE: August 15, 2005
BACKGROUND: The resolution is adopted annually to provide a levy to fund the cost
of maintenance and electricity for Decorative Lights in the
Downtown light district. Decorative Lighting assessments are
recommended to be assessed at $1.50 per front foot, an increase of
$.50 per front foot from the current rate of $1.00. Last year we
reduced the rate from $.50 to $1.00 because we had excess reserves.
Those reserves are now lower and the levy needs to be returned to
$1.50 front foot.
The downtown property owners bonded and purchased the lights in
the late 1980s. There is a formal maintenance district for the
decorative lights.
RECOMMENDATION: Adoption of resolution establishing the assessments.
FISCAL EFFECTS: The City anticipates receiving $6,336 in revenue to be used for the
costs associated with Decorative Light Maintenance,

RESOLUTION NO.5037
A RESOLUTION LEVYING AN ASSESSMENT FOR THE COST OF LIGHTING THE
STREETS IN THE CITY DOWNTOWN DECORATIVE LIGHTING DISTRICT FOR THE
FISCAL YEAR 2005-2006.
WHEREAS, the assessment cost of the Downtown Decorative Lighting District for the fiscal year
2005-2006 is estimated to be $6,336.00, and
WHEREAS, at a public hearing held on the 18th day of July, 2005, the City Council did consider
all objections made to said estimate and to the basis of levy and assessment for
payment for said cost.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA:
SECTION I. That a tax levied for the assessment cost, or $6,336.00, be in the
amounts set opposite the description of each lot or parcel of land, as
shown by the special assessment lists on file in the office of the City
Finance Director.
SECTION II. The amount of said tax shall be levied proportionately on a front foot
basis in the amount of $1.50 per front foot of lot or parcel of land
within the district except public streets or rights of way.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL THIS 15TH DAY OF AUGUST, 2005.
