Hansz, P.E., Director of Public Works SUBJECT: Reject Bids — 2005 Street Overlay Contract MEETING DATE: April 18, 2005 BACKGROUND: The current budget includes an appropriation of $243,827.00, of which $117,887.00 remains for current year pavement maintenance work ($125,940.00 was carry-over from the preceding fiscal year). These funds are used each year for chipseals and overlays of City streets. Two bids were received, from JTL Group and Schellinger Construction. Both bids were irregular (one was late and one failed to include the required bid bond). As a result, both bids were judged to be non -compliant. The Public Works Superintendent has recommended rejection of the bids and a re -bid of the project. The City Attorney and Public Works staff concurs with this recommendation. The bid analysis is attached for your information. ACTION REQUESTED: AT CITY COUNCIL MEETING OF APRIL 18, MOTION TO REJECT ALL BIDS FOR 2005 STREET OVERLAY PROJECT. FISCAL EFFECTS: Potential expenditure of budgeted funds totaling $117,887.00 after competent bids are received and a contract is awarded. Both bids received were found to be unresponsive. JTL, Inc. No Bid Bond enclosed with bid documents. The Bid Bond was delivered separately at 2:50 p.m. Schellinger Construction Bid was received at 2:0 p.m. The deadline to submit the bid was 2:30 p.m. recommend both bids be rejected at this time, and that the 2005 Street Overlay Project be re -bid.
