SUBJECT: Award Bid — Annual Sidewalk and Curbing Contract
MEETING DATE: April 4, 2005
BACKGROUND: The current budget includes an appropriation of $95,000 to fund the City's 50150
sidewalk replacement program. Recent price volatility for concrete and fuels has greatly thinned the ranks
of contractors willing to bid on this project. As a result, a single bid from Sandon Construction was
received by the 29 March due date. Upon review the bid was found to be in order. The last contract was
for a two-year construction period. The current contract is proposed for only the current construction year,
ending 31 December 2005. We believe the change reduces bidding uncertainty and has obtained the best
possible bid under current market conditions. The bid analysis is attached for your infarrnation.
The Sandon company has been installing sidewalk and curbing in the City for many years. Staff
recommends award of the 2005 Sidewalk and Curbing bid to Sandon Construction.

uction Bid Analysis and Recommendation
This contract is intended primarily for residents and businesses wishing to participate in the
City's annual sidewalk and curbing construction program. This contract will also be utilized for
the 50/50 cost sharing program that was established by the City Council to encourage sidewalk
replacement by equally dividing the cost between the property owner and the City. The City has
$95,000 budgeted for this years 50/50 program.
Bids for Sidewalk and Curbing Construction for the year ending December 31, 2005 were
opened on Tuesday, March 29, 2005. Sandon Construction Company Inc. was the only bidder.
Sandon's bid is in order and contains the Bid Bond.

These unit prices represent the cost to construct sidewalk and curbing adjacent to an average 50
foot wide residential lot in the City.
The increased costs are the result of both an average six dollar cost increase per yard for concrete
since this time last year and the current instability of the petroleum products market. Also, the
last Sidewalk and Curbing bid was awarded in 2003 and was in effect for two years.
Sandon Construction has been installing Sidewalk and Curbing for the City for many years. I
recommend the bid for Sidewalk and Curbing Construction for the year ending December 31,
2005 be awarded to Sandon Construction Company Inc.
