SUBJECT:- Stop signs at Street East and 6th Avenue;
Stop signs at 7 h Street and 7 to Avenue.

BACKGROUND# . request was made :from an area resident to study the intersection
o Street .fast and .nth . .venue East for the purpose of determining the geed for traffic
controls. The intersection is currently uncontrolled. PublicWorks has completed a
traffic study that recommends stop signs on 7th Avenue at 71h Street for north and
southbound traffic. Subsequently the report also recommends stop signs o Street
East at 6th.venue for east and westbound traffic to assist in controlling traffic patterns in
the area.
RECOMMENDATIONS: The Council should adopt an ordmance consistent with the
traffic study recommendations.

A RESOLUTION APPROVING THE PLACEMENT of STOP SIGNS ON 7TH STREET
EAST AT ITS INTERSECTION WITH 6TH AVENUE EAST AND 7TH AVENUE EAST
AND DECLARING AN EFFECTIVE DATE.
E IT RESOLVED BY THE CITY COUNCIL of THE CITY of KALISPELL AS FOLLOWS:
SECTION 1. That vehicles, including motor vehicles, bicycles, or other vehicles shall be
required to stop on 7th Street East at its intersection with 6th Avenue East
and 7th Avenue East.
SECTION 11. The Chief of Police is authorized and directed to erect stop signs at the above
locations.
SECTION 111. This Resolution shall become effective immediately upon its passage by the
City Council and approval by the Mayor.

I had the TS&S crew count traffic at two intersections in connection with your request to study
the need for additional STOP control. The two intersections are "' St, West and ' Ave. west, and 7thSt.
East and 7hAve. East.
The intersection oft St. west and Avenue west is controlled in the N/S direction, and 7hSt.
west is part of the Federal Urban Highway System. Traffic counts through this intersection are shown on
the :attached summations. The counts are between 1,500 vpd and 1,700 v d whickwe consider to be at the
low end of normal traffic for roads of this classification. Residents may believe the traffic volume is high,
anoit �s when compared to other very lightly traveled off s i stem local neighborhood streets, but a brief
on -site and data review of the Volume, delay, accident b.istor7 , and distribution of traffic do not indicate a
need for additional STOP control. As mentioned in previous correspondence oin this subject in reference
too her intersections, the MUTCD guidelines for STOP control indicate the use of STOP control to
achy eve speed reductions and/or reduce traffic volumes is inappropriate and inadvisable. In my opinion,
ad '.tio al STOP control at this intersection is not warranted.
The intersection oft St. East and 7hAve. East is currently uncontrolled. Neither street is part of
the 'Urban Highway System. Traffic counts for this intersection Mdicate approximately equal traffic
Vol � Ames of between 160 vpd and 170 v d} I hese Values are extremely low and indicative of a Very lightly
traveled local street. The attached traffic count summary shows the distribution. In addition, I asked
TS&S to sketch the local area for several blocks s to show existing traffic control. After reviewing this
sketch I believe this uncontrolled intersection could benefit from the addition of STOP control in the N S
direction. In addition, in order to create a .more hospitable driving environment through the neighborhood
I suggest adding w STOP control at the intersection of 7b St. East and 6h Ave. East. This will male the
STOP regimen more uniform throb the neighborhood. These locations are shown in red on the attached
sketch.
