Honorable Mayor and City Council FROM* Frank Garner, Chief of Police SUBJECT: Stop sign request MEETING DATE: October 16, 2006 BACKGROUND: A request was made to study the intersection of 7t' Street and 5 h Avenue East to determine if stop signs or ether traffic control devices would be warranted. Public works conducted a study and determined a four-way stop sign is warranted at that intersection. See attached traffic study. REC NDATIONS: The council should adopt the attached resolution. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That vehicles, including motor vehicles, bicycles, or other vehicles shall be required to stop on 7th Street East at its intersection with 5th Avenue East and on Sth Avenue East at its intersection with 7th Street East. SECTION II. The Chief of Police is authorized and directed to erect stop signs at the above locations. SECTION III. This Resolution shall become effective immediately upon its passage by the City Council and approval by the Mayor. Hansz, P.E., Director of Public Works 1 City Engineer SUBJECT: Traffic Study — Fifth Ave. East & Seventh St. East DATE: Z October 2006 At the request of concerned residents of the area surrounding Hedges School, the P" conducted a traffic study of conditions at the intersection of Fifth Avenue East and Seventh Street East to determine the need for additional STOP control. The basic criteria detailed in the current edition of the Manual on Uniform Traffic Control Devices (NWTCD 2003) are reproduced here for your reference: Section 213.05 STOP Sign Applications Guidance: STOP signs should be used if engineering judgment indicates that one or more of the following conditions exist: A. Intersection of a less important road with a main road where application of the normal right-of-way rule would not be expected to provide reasonable compliance with the law; B. Street entering a through highway or street; C. Unsignalized intersection in a signalized area; and/or D. High speeds, restricted view, or crash records indicate a need for control by the STOP sign. memo0402006. doc Traffic counts on all legs of this intersection indicate fairly normal volumes of traffic for the street -type under study, and also there is an expected relationship for traffic flowing NIS on Fifth Avenue versus traffic flowing Elw on Seventh Street. Eastlwest traffic volume is roughly 2.5 times the NIS traffic volume. Please refer to the attached count data. In addition, traffic accident records from your office indicate no crashes at this intersection for the preceding five-year period. Therefore, there are no crash conditions that would be reduced or eliminated by installation of STOP sign control. Based upon this there appears to be little need for installation of STOP control at this intersection. However, over the past several years there has been a significant effort by the administrative staff of Hedges School, concerned parents of students, area residents, IPD, and PwD staff to improve traffic/pedestrian safety in the area around Hedges in order to establish safe walking routes for students attending Hedges. In view of this, and in light of this intersection's strategic location in the overall scheme of development for the Safe Routes to School (SRTS) effort for Hedges, a further review was conducted with respect to identifying potential conditions that may warrant safety -related improvements in STOP control to enhance the safety offered for school -aged children who comprise the majority of pedestrians using this intersection. A review of MUTCD criteria for multiway STOP control suggests local entities have broader discretion in this area. Those criteria area as follows: Section 26.07 Multiway Stop Applications Support: Multiway stop control can be useful as a safety measure at intersections if certain traffic conditions exist. Safety concerns associated with multiway stops include pedestrians, bicyclists, and all road users expecting other road users to stop. Multiway stop control is used where the volume of traffic on the intersecting roads is approximately equal. The restrictions on the use of STOP signs described in Section 2B.05 also apply to multiway stop applications. Guidance: The decision to install multiway stop control should be based on an engineering study. The following criteria should be considered in the engineering study for a multiway STOP sign installation: memo04O2006.doc A. where traffic control signals are justified, the multiway stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. A crash problem., as indicated by 5 or more reported crashes in a 12 -month period that are susceptible to correction by a multiway stop installation. Such crashes include right- and left -turn collisions as well as right-angle collisions. C. Minim.uM volumes.. 1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day, and 2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same 8 hours, with an average delay to minor -street vehicular traffic of at least 30 seconds per vehicle during the highest hour, but 3. If the 85th-percentile approach speed of the major -street traffic exceeds 65 krnlh or exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the above values. D. where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values. Criterion C.3 is excluded from this condition. Option: Other criteria that may be considered in an engineering study include: A. The need to control left -turn conflicts; B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; co Locations where a road user, after stopping, cannot see conflicting traffic and is not able to reasonably safely negotiate the intersection unless conflicting cross traffic is also required to stop; and D. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multiway stop control would improve traffic operational characteristics of the intersection. memo04O2OO6.doc In general, the requirements for multiway STOP control are more stringent than for two- way STOP control. However, under the section listing "optional" criteria that may be considered, item B indicates a broader latitude in assessing the need for multiway control: "The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; " I believe this intersection and its important roll in the Hedges SRTS program may warrant consideration for installation of a multiway STOP.
