Attached are copies of the two redevelopment proposals and offers to purchase
received by the City for the Daley Field real estate. One of the proposals is from
King Management, Inc., a Billings, Montana, firm represented by Greg Schoh of
RE/MAX Land & Lake Realty and David Thornquist of Woods and Water Realty.
The other proposal is from Kevin L. Nichols of Kiemle & Hagood Company, a
Spokane, Washington, real estate firm, submitted on behalf of their client Rosauers
Supermarkets, Inc.
I suggest that each of us provide an objective written narrative of each proposal,
covering our particular area of expertise. The narrative may be compiled into an
overall staff recommendation or used separately and presented to the City Council
to enable them to determine which proposal best meets the objectives of the Urban
Renewal Plan and is in the best interest of the City of Kalispell.
• Diana: Your point of view will relate to planning and zoning issues,
i.e., permitted uses, parking requirements, bulk requirements, setback
and building height issues, etc. If any of the proposed uses would
require a conditional use permit or variance permit, you should identify
the issues. Also, please coordinate any comments the Public Works
Department may have related to utilities or traffic, and ask Parks and
Recreation to review and comment directly to you.
• Ross: I am asking you to comment on the overall site planning and
aesthetic considerations as though each proposal was going to be
submitted for review by the Architectural Review Committee and the
Site Review Committee. Your spread sheet comparison of the tax and
monetary considerations will be incorporated into an economic impact
analysis I will prepare.

• Glenn: Please comment on the legal considerations of each proposal
and clearly identify any legal issues you want negotiated and
determined and all items to be incorporated into a redevelopment
agreement or negotiated prior to closing and execution of a
redevelopment agreement.
• Ross and Diana: Each proposal and your comments should be
submitted to members of the Site Review Committee for their review
and comments. At this time, I am suggesting that a draft of the staff
report(s) be delivered to each firm submitting a proposal for their
review and comment and to provide them the opportunity to clarify
issues, answer questions raised by staff, or to simply provide a
written response to be attached to the recommendations submitted to
the City Council.
Clarence has stated that he will be providing a City Manager's Recommendation to
the Council and wants all of our final staff reports not later than Tuesday,
September 9, 1997. 1 will be meeting with the Kalispell Development Corporation
on September 2, 1997, to receive their comments and ask that you call me with
any "hot buttons" you may have before Friday, August 29, 1997. Please don't
wait until you finish your written comments if there are some issues that must be
addressed immediately.
