The ' xisting Resolution #3306 of 1980 is not adequate to provide the Building Department with au rity to prevent issue of building permits for structures that .would intrude in either the required Object Free Areas or clear airspace required by FAA standards. This ordinance is relevant to either the I3-1 or B-11 FAA requirements. The airport boundary line established by Resolution #3306 as shown on the diagram attached to it, is inside the required lines shown on the "Preliminary Airlxnt Layout Plan" done by Peccia and Assn. dates. This is most critical at th ends of the airport, the "RPZ's" (regardless of paved runway length), and in that portion of the late rl airport boundary line which is virtually at runway edge. This roblem has been verbally verified to the Board by City Stag, Morrison-Maierle Engineers, as well as FAA and Montana Aeronautics Division personnel. Morrison-Maierle Engineers had pro iced us a memo to this erect several weeks ago, prior to the workshop session at which a preUoAnary verbal report of Phase I of the Master Plan Study was presented to the City Council. This me* has not materialized for reasuns nut apparent to the Board, but may appear in the final docoments of Phase I when presented by the engineers. In yc ur own conversations with members of the Airport Advisory Board some months ago (before the 980 Resolution was found), you stated that this problem might be taken care of with an Panc rgency resolution". More recently, you indicated that it would be timely to take care of it on completion of Phase i of the Master Plan. That time is now at hand, and urgent, as we fee] sure that proceeding on Phase 11 without this action would be illogical and possibly detrimental to the engiJeering work to be accomplished,in that portion of the Plan. cc: qraig Keraman, Building Official I.
