I am a faculty member at Flathead Valley Community College teaching accounting and finance courses. I am a CPA and able to review loan applications. I am impressed with the Kalispell Police Department and how involved it is with community activities. I would gladly serve on the Police Commission. Box 1997 Kalispell, MT 59903 RE: Police Commission Vacancy Dear Selection Board: I would like to be considered to fill a volunteer position on the Kalispell Police Commission. I feel that I am well qualified to become a member of the Police Commission and offer the following information in support of my request. I have been a full time resident of the city of Kalispell for my entire 69 plus years. That residency has been within the corporate city limits. The only time I was absent was during 4 1/2 years serving in the United State Army and attendance at the University of Montana in Missoula. I am a retired member of the Kalispell Police Department. I served for 20 years, retiring in 1987. I was the first polygraph examiner in that department. For several years (until the use of polygraph for pre -employment by the Montana Supreme Court), I conducted pre- employment polygraph examinations for the department and numerous other law enforcement agencies in the area. I also was a member of many oral boards for the hiring of police officers. I am aware that this is one of the primary functions of the police commission. Upon my retirement I opened a private polygraph business and have maintained an office on Main Street since 1987. This business has kept me in contact with law enforcement, however the contact has widened considerably. I routinely conduct examinations on the local, state, and federal level. The most valuable experience for the police commission would be the approximately 10,000 interviews that I have conducted since 1967. I have kept myself current with law enforcement trends through my continuing education program with the American Polygraph Association. This includes national seminars at least every two years with law enforcement officers from all states. (Stotts, Dick - Pg. 2 - 3-24-13) My entire family has been involved in law enforcement or civic duty. My father was a member of the Kalispell Fire Department for 23 years. He retired on the day of my confirmation as a police officer. My older brother is a retired Montana Highway Patrol Assistant Chief. My younger brother was a Deputy State Fire Marshal prior to his death. My oldest son is a polygraph examiner working with me now. My youngest son is a lieutenant on the Twin Falls, Idaho police department. My wife Lorraine has put up with all of us for 45 years. Lorraine and I have resided on Grand View Drive in Kalispell since 1971. Since all of those 10,000 interviews were life altering to someone, I make ever decision very carefully. I now am able to schedule my time and am available to the police commission (except during golf season) exclusively. I appreciate your consideration for this appointment.
