The committee reviewed, discussed, and recommended the following:
1. First Avenue West - 139 First Avenue West. The owner of the First Avenue West
Restaurant would like to put an addition on the side of the building where the outdoor
courtyard is currently located. A similar proposal previously submitted by the owner is
on file in the Bldg Dept. For next week's meeting:
• John Levien will check the Bldg Dept files for the terms of the. easement for the City
property adjacent to the outdoor courtyard seating area.
• Diana will check the files for the parking requirements for the inside seating area as
well as the outdoor courtyard seating area.
• Bob will visit the site to see if the unpatched parking area on the alley side of the
building has been repaired.
• The Fire Marshall will look at the building. The proposed addition would cut off one
entrance to the basement which may require the area to be sprinkled.
2. Super Stop - 1319 Hwy 93 S. Following review of preliminary site plans for an
additional canopy at the Super Stop at 1319 Hwy 93S, Diana sent a letter to the
developer requesting additional information and an accurate site plan. Once this
information is received, it will again be reviewed by the SDRC. -
3. Loren's Auto Repair - 1309 Hwy 2 West. The Bldg Dept is ready to issue a building
permit for Loren's Auto Repair at 1309 Hwy 2 West which has previously been reviewed
at SDRC meetings. SDRC members were asked if there were any items that needed to
be completed before issuing the building permit. It appears all issues have been resolved
and the building permit can be issued.
4. Christian Center - 225 Summit Ridge Drive. The Christian Center has submitted
very preliminary plans for a two-story addition off the NW corner of their building. This
area is zoned R3. A detailed site plan is needed which shows property lines and all
easements. Parking and access will need to be reviewed. The plans will need to go to
the Planning Board for approval of a CUP. The Christian Center representatives will need
to meet with Narda at FRDO before starting the CUP process.

5. Town Pump - 445 West Idaho Street. Diana has received a letter from the State
regarding a beer and wine license request for the Town Pump located at 445 W. Idaho
Street. The State wanted to know if the City has any outstanding issues regarding the
Town Pump. SDRC members said everything looks okay on our part.
6. Hampton Inn - Hwy 2 West. Issues previously discussed by SDRC members and
sent to Mr. Pack continue to be resolved. Mr. Lee Kaufman, Mr. Pack's legal
representative, called doss and set up an appointment for November 13th at 1:30 p.m.
to discuss any unresolved issues. An as -built Certificate of Survey should arrive within
the next couple of days. Ted met with Mr. Pack regarding fire access issues. Mr. Pack
stated that the City should only consider the plans submitted for the Hampton Inn and
not the proposed plans submitted for the Hampton Inn with a Village Inn Restaurant. If
the restaurant is not a part of the plans, fire access to the Hampton Inn looks adequate.
Mr. Pack is aware of what the sprinkling requirements are. The Hampton Inn developers
are meeting with the MT DOT today regarding the approach permits and the requirement
for the access road to Appleway.
7. Haven Field - Hwy 93S. The offering document for Haven Field has been completed
and is available for distribution. In order to have information available to developers
asking questions about the property, Larry asked several questions regarding the
property.
• What are the plans for 3rd Ave East and 18th Street East? Bob stated that at this
time there are no plans to rebuild 3rd Ave East or 18th Street East.
• Storm Drainage on the site. The MT DOT knows that there is a drainage problem at
the corner of Hwy 93S and 18th Street East. Currently it is functioning o.k. but
when Haven Field is developed the plans for drainage will need to tie in with the
Hwy 93S reconstruction drainage system. Since a date for reconstruction of
Hwy 93S is uncertain at this time, a temporary drainage plan can be arranged.
• The traffic signal at Hwy 93S and 3rd Ave East. Currently there is $ 100,000
budgeted for a traffic signal. However, the MT DOT does not give a specific time
for installing the traffic signal. Traffic numbers will have to be met before it will be
installed. If the City wants to put the traffic signal in before the State decides the
time is right for it, the City will have to pay for it.
8. Administrative Issue - Revised Plats/Review & Approval Process. A question was
raised regarding boundary line adjustments and revised plats and how the City is kept
aware of any that are filed. Narda stated that Eric or another representative from FRDO
attends a 509 Process Meeting every Friday in the Plat Room. At that time all revised.
plats are reviewed. All City items are pulled for review.
