If a council member desires to discuss an item separately, the item can be removed from the Consent Agenda by motion. 1. Council Minutes — Regular Meeting — May 20, 2013 2. Ordinance 1724 — Floodplain Ordinance Update — 2nd Reading Proposed amendments include several changes to the text of the existing Kalispell Floodplain Management Ordinance. Those changes consist of updated definitions and additional references to mandatory aspects of the Code of Federal Regulations. Ordinance 1724 unanimously passed first reading May 20th. 3. Bid Award - South Woodland Drive Water Distribution Svstem Improvement Project Bids were received from LHC, Sandry Construction, and NCC Neumann Construction. Staff is recommending the contract be awarded to NCC Neumann in the amount of $290,881.60. C. Ordinance 1725 — Amending Park Rules & Regulations — 2nd Reading This ordinance amends the regulations for permitting alcohol at special events on city -owned property. Ordinance 1725 (as amended) passed first reading May 20th on a 7-1 vote. 2. Resolution 5624 — Annexation Request — Marilynn Richter This is a request to annex .77 acres of land containing a single family residence located at 205 Leisure Drive. 3. Ordinance 1726 — Zoning Request — Marilynn Richter —1 st Reading Richter is requesting a zoning designation of R-2, Residential, upon a favorable vote of annexation on the above mentioned property. 4. Resolution 5625 — Annexation Request — Orchard Village, LLP This is a request for annexation of .5 acres of land located at 57 Appleway Drive. 5. Ordinance 1727 — Zoning_Request — Orchard Village, LLP — 1 st Reading — Orchard Village, LLP — 1 st Reading Orchard Village is requesting a zoning designation of B-2, General Business, upon a favorable vote of annexation on the above mentioned property. 6. Conditional Use Permit — Orchard Village, LLP Orchard Village is also requesting a conditional use permit for the above mentioned property to construct a 4-plex to be incorporated into the Orchard Village Apartment complex located immediately to the east. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. C. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer.
