SUBJECT: Award Bid -- Old School Station SID Phase 3 Infrastructure Improvements
MEETING DATE: November 20, 2006
BACKGROUND: SID 344 is developing the public infrastructure for Old School Station. This includes roads,
storm drainage, water and sewer mains, electrical utility and communications facilities, and water supply facilities.
The work was divided into three phases. The last phase consists of the water well equipment building with
electrical. controls, emergency generator, piping, chlorination facilities, and an addition to house communications
equipment and cabling for the development. Two bids were received by the due date.
Swank Enterprises $595N0.00
Davidson Construction $596,000.00
Both bids were in order with no exceptions. Engineer's opinion of cost for this project was $5401,500.00.
The consultant has reviewed both bids and recommends award to Swank Enterprises based on their low bid of
$5951,9OO.00. Review of the bids indicated bidder's prices for Electrical/SCADA systems and General

familiar with Swank Enterprises' professional reputation and those of his
proposed team of subcontractors.
We have enclosed the Bid Tabulations to allow a detailed analysis of the bid.
