MEETING ATE: May 15, 2006
BACKGROUND: Every year the Pla m'ng Department ent reviews planning fees to
determine if they are adequate to address costs and appropriate relative to the
development community and surrounding communities. At a work session on May 8,
Council directed staff to review other urlsd.lctions similar to Kalispell to determine
where we were in the scheme of things and to consider measures that would reduce
dependency of this department on the general fund as its work is so intertwined with
new groom and development. Staff has completed a review of the fee structures
assessed by other typical communities locally in Flathead County and Whitefish, in
the state including Missoula., Bozeman, and Billings, and In Boise and Coeur d'Alene,
Idaho. It has also been the philosophy of the office to increase fees graduaRy a
inflation; construction costs and construction sales grow as opposed to significant
increases at less frequent intervals which are more difficult for the development
community to plate. for.
Across the board we are proposing a 5 increase on average. We propose to increase
the subdivision review fees by % (the per lot fee increasmg it from. $100 to $105) t
beep up with rrff ation. We also propose to adjust commercial subdivisions adding a
$25/lot fee increase in keeping with Flathead County as commercial lots are
s .mil fl cantl y more labor intensive than residential developments. We also propose t
increase our Growth Policy Amendment fee in keeping with Flathead County from
$17500 to $2,000.
PUD's are also are area that needs to be updated. When some Projects such as
apartments or condominiums that do not involve an associated s-ubdivision review
process utilize the PUD mechanism, anisr , the requested fees are significantly lover for the
PUD review. In this case we are proposing creating a fee structure which copies the
subdivision review fee structure. Subdivision fees are based on the Premise of a
standard. fee plus $105/unit, and we are proposing the sane formula for PU 's. For
commercial PU 's we are incorporating a per acre fee.
Fir aRy, conditional al use permit projects also use the Per unit assessment. We propose
slight increases to this schedule as well. The changes to the .fee schedule are
attached as Exhibit A.

A RESOLUTION ESTABLISHING PLANNING ANNING FEES TO BE CHARGED BY THE
CITY of KAISPE 'S PLANNING DEPARTMENT AND DECLARING AN
EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COUNCIL of THE CITY of KALISPELL AS
FOLLOWS:
SECTION 1. That the City of Kalispell"s Planning Department is authorized and
directed to charge and collect such fees as contained in Exhibit "A",
attached hereto and thereby made a part hereof.
SECTION II, This Resolution shall become effective immediately upon passage by the
City Council and approval by the Mayor.
