BACKGROUND: The expansion of the wastewater treatment plant is an. enormously complex
task that began "n 2003 with development of the Preliminary Engineering Report. Following its
approval by MDEQ in 2004 work began to develop a Basis of Design Report that spells out in
greater detail exactly how each portion of the wastewater treatment }alarm will be modified for
this project. This task is now complete. From this Basis of Design Report the City' s consultant
team of Morrison Ma crle and HDR Engineers will prepare the hundreds of design drawings and
several volumes of technical specifications necessary for a construction contractor to build the
new WWTP facilities and to modify the existing facilities.
The design package is scheduled to be completed for MDEQ on 15 August Zoo . Final
review comments Val.l be incorporated immediately after their receipt so that a final construction
bid set can be ready by 26 September Zoo . Advertisement for bids will follow shortly thereafter.
The value of this work defined in this task order is $ 1 ,396fi5 7.00. An additional.
$501,000.00 is budgeted for additional design work that may become necessary but which cannot
be known at this time. None of these added funds may be spent without Witten autho6zation and
approval of the modification to the work scope in this task. order. Inclusion of these ids is
considered necessary to reduce the possibility of delays to the design schedule. Past task orders
have included a similar contingency, but none of the Ends were required and therefore none
were sent.

A. Title: City of Kalispell A WTF Phase I Expansion Preliminary/Final Design and Bidding Services
B. Description: The work shall consist of professional services as later described in this task order that will
result in a complete set of MDE-approved bidding documents for the Phase 1 Expansion Project as
Described in the Draft Basis of Design Report and further defined by attachments to this task order.
1. Services of ENGINEER
Services shall be in accordance with Paragraphs Al : 2, A1.03 and A1.04 of the Master Agreement, and
Attachment A to this Task Order.
Schedule;Based on a May 1, 2006 Task Order approval, a set ot construction documents ill be submitted
to MDEQ for review on August 15, 2006. A final construction document bid set will be ready bySeptember
25, 2006 if all City review comments are received by September 6, 2006. The tinning of MDEQ comment
return is not under the control of the Engineer. Construction Documents incorporating MDEQ comments will
e available no later than three creeks after receiving comments from MD . Bidding and project
management services will be complete within two weeks folloi ring the bid opening date set by the City of
Kalispell.
2, OWNER's Responsibility
Shall be in accordance with Exhibit B of the Master Agreement. Timely review of documents is necessary
for compliance with the schedule stated above.

TASK ORDER NO. 4 — AWWTP PHASE I EXPANSION
PRELIMINARY/FINAL DESIGN PHASE and BIDDING SERVICES
SCOPE OF SERVICE AMMENDMENTS
Sections Al .02, A1.03 and A1.04 of Exhibit A to the Master Agreement for Professional Services
related to wastewater facilities between the City of Kalispell and Morrison Mai rla, Inc. shall b
modified as outlined below. This scope of service is based on the assumption of preparation of
contract documents for one Prime Contractor. Deliverable products are summarized at the end of
this scope attachment.
Al. 02 Preliminary Design Phase
A. The Owner has determined that the specific scope, extent, character and design requirements f
the project are as defined in the Draft Basis of Design Report, and as further described in this
Attachment A, Attachment E, the Project Design Preliminary inary Drawing List and Attachment Dy the
Proposed Fee Summary. The Preliminary Drawings List and Fee Summary shall serve as the
primary mechanism for documentation of unit process design requirements and scoping. Upon
written auth o6 ati n from OWNER to provide Preliminary Dsign Phase Services, ENGINEER shall.
. Prepare Preliminary Design Phase Documents consisting of final design criteria, preliminary
drawings, outline specifications and a Project Manual table of contents. The preliminary drawings
gill consist of approximately 60 percent complete documents, based on the list of drawings
described in Aftachment B. At least 85 percent of the total drawings described in Attachment B will
be included in the preliminary inary drawing set. Additional design submittals will be made the City as
necessary to seek timely feedback ad provide o p po r u n ity for co m ment .
2. Provide necessary fild surveys and topographic utility mapping for deign purposes. Utility
mapping will be based on information obtained from utility owners. Provide and coordinate
necessary subsurface geotechnical investigations.
3. Advise OWNER as to the necessity of Owner's providing data or services of the type
described in Exhibit which are not part of Engineer's Basic Services, and assist OWNER in
obtaining such data and services.
. Erased on the information contained in the Preliminary Design Phase documents, advise the
OWNER of any substantial changes in project scope that are anticipated to affect Construction
Costs. Provide additional information and update the Probable Construction Costs as necessary t
address these substantial changes.
. Furnish five sets of Preliminary Design Phase Documents to OWNER and review them in a
workshop setting with all major engineering designers.

In addition to the tasks described in the Master Agreement, the following tasks are added or
modified:
. The ENGINEER will provide project management services throughout the duration of the Final
Design Phase, including internal staff management, management of sub -consultants, coordination
with MD EQ and continuous comm u nication with the OWNW . The ENGINEER vil1 prepare monthly
invoices for services rendered and will prepare a monthly progress report, summarizing project
progress in general, and specifically addressing progress on each task.
'. The ENGINEER will prepare and provide a summary project presentation to the City Council
rear the conclusion of this task, at a time as directed by City staff.
D. Engineer's services under this Task order will be considered complete on the date when the
final Construction Documents ments are reader for bidding purposes.
A1.04 Bidding Phase
In addition to the tasks described in the Faster Agreement, the following tasks are added or
modified:
5. Coordinate the printing of up to 120 sets of Contract Documents for bidding purposes. In
addition to distributing to prospective bidders, distribute sots to plan centers and other applicable
locations for purpose of soliciting interest in the project.

etc.
. The ENGINEER will prepare and provide a bid summary and award recommendation
presentation for the City council at a time as directed by City staff.
Project Management
Integral to all the tasks described above and in the Master Agreement, is active project
management. emer t. To better define the role and scope of project management, the following s btasl s
and duties are outlined below:
Kickoff Workshop. Following the notice to proceed, MMI/HDR staff will meet with key staff
from the City to confirm project goals and objectives, review the project decision process, identify
any further information needed to perform the work, refire the schedule and establish points of
contact and project communication. Members of the project team will be introduced. The scope
and schedule of the project will be reviewed -

Project Delivery Guide* A project delivery guide will be developed that includes. project
objectives and priorities; 2 role of the City of Kalispell and MMI HDR throughout the project; 3)
contract work plan including scope, schedule, budget, resource assignments, and coordination
requirements; quality assurance and quality control plan; 5 management tools and
techniques; 6 reporting requirements; and 7) administrative procedures such as invoicing,
communication protocol, and formats, design and CAD standards. The guide is primarily
intended for consulting teats members 7 use, but a copy will be distributed to City personnel for
information purpose only.
Project Management. MMI/HDR will maintain ongoing communication between City of Kalispell
staff and consultant project tern to ensure design issues are identified and resolved early in the
process in order to minimize costs. MMI/H r will conduct independent review of process
designs and structural, mechanical, electrical, and hydraulic calculations at various completion
levels. Senior engineers eer selected by the project manager shall perform these reviews. Provide
document control via designated contacts, a project folder on the Consultant's file server, and an
assigned person to manage version control of the work under preparation at the dispersed
design tern offices.
Project Coordination Meetings. MMI/HDR will conduct periodic meetings (usually monthly)
with Kalispell staff to review project progress, schedule and budget; identify information needs,
and make decisions regarding any changes in the scope of the design and construction
management efforts. These meetings are in addition to the meetings and workshops identified
in ,specific tasks.
Progress Repots. A progress report will be prepared and submitted each month. The
progress report will summarize the work progress to date, the budget expenditures to date and
budget status, and identify any information requirements ordecisions that need to be made by
the City of Kalispell. The reports will help maintain frequent communications with the City and
will be presented in a simple format that can be used for distribution to the City Counciland/or
citizens.
