BACKGROUND: This is a. request for final plat approval of Ka .s ell Fire Station No.
2, a single lot subdivision consisting of 1..94 acres located on the merest side of US
Highway 93, north of Four Mile Drive and directly merest of the Costco site in Spring
Prairie Planned. Unit Development. The property is generally described as a portion of
Assessor's Tract 5 in Section. 36, Township 29 North, , Range 22 West, PMM Flathead
County, Montana.
The Kalispell City Councii approved this subdivision subject to 13 conditions on July
, 2005. Two conditions have not been completed at this time. Condition 7 requiring
larrdsca r on the site and condition 12 which required are approach permit be
obtained from the Montana Department of Transportation. In a discussion with Mr.
Baker, the Parks and Recreation Department director, he indicated the Parks
Department will be M* stalhn the landscapm'g and associated irn*gation as early as mid
Apr f i, weather permitting. In regards to the Montana Department of Transportation
approach errrdt, discussion with Monson and Maierle, Inc. indicate the approach
permit wi be issued within 60 days. All of the other conditions have been
accomplished or otherwise adequately addressed..
RECOMMENDATION: A. motion to approve the final plat for the Kalispell Fire Station
To. 62 would be in order.
FISCAL EFFECTS* Positive fiscal impacts to the city are anticipated due to the
increased response time and level of service provided to north Kahs ell by the new fire
station.
ALTERNATIVES: As suggested by the city council.

This is a request for final Plat approval of Kalispell Fire Station No. 62, a single
lot subdivision consisting of 1.94 acres located on the west side of US Highway
3, north of Four Mile Drive and directly west of the Costco site in Spring
Prairie Planned Unit Development. The property is generally described as a.
portion of Assessor's Tract 5 in Section 36, Township 29 North, Range 22 West,
PMM Flathead County, Montana.
The Kalispell City Council approved this subdivision subject to 13 conditions
on July 5, 2005. The following is a list of the conditions of preliminary ary plat
approval for this subdivision and a discussion of how they have been met o
otherwise addressed.
COMPLIANCE WITH CONDITIONS OF APPROVAL..
Condition No, 1 That the development of the site will be in substantial
conformance with the approved preliminary plat which shall govern the
general location of the lot, easements and roadways. (Kalispell Sub. Regs.
Appendix C - Final Plat Contents of finalplat.)

preliminary plat that was submitted..
Condition No. 2 All public infrastructure servi

and approved by the Kalispell Public Works Department for compliance
with Ka ispell's standards for Design and Construction. . A letter shall be
obtained from the Kalispell Public Works Department approving said
plans. (Kalispell Sub. Kegs. section 3.12 ).

Works Department approving the constriction plans to provide for the
infrastructure serving the site*
Condition No, 3 That a. letter be obtained from. the Kalispell Public Works
Department approving the installation of the public infrastructure to the
site. Certification from are engineer licensed in the State of Montana
shall be submitted with the final plat stating that all of the improvements
have been constructed accordingly. As built drawings shall be provided
to the public works department prior to final plat submittal. (Kalispell
Sub. Begs. Section 3.12 - 3.15).
•A letter from the Kalispell Public Works Department dated a.uary
31, 2006 approved the water main extension to the site. The
contractor's engineer submitted a letter to the Kalispell Public Works
Department on January 25, 2006 stating that all improvements have
been built in general accordance with the approved plans and
specifications. The as -built drawings have been submitted to the
Public Works Department ent as well as the Planning in epa.rtme .t along
with the final plat application..
Condition No. 4 The following requirements ents shall be met per the Kalispell
FireDepartment: Kalispell subdivision Regulations, Section 3.20).
a. Water mains designed to provide minimum fire flows shall be installed
per City specifications at approved locations. Minimum fire flows shall
e in accordance with International Fire code 2003 Appendix B.
. Fire hydrants shall be provided per City specifications at locations
approved by this department, prior to combustible construction.
c. Fire Department access shall be provided in accordance with
International Fire Code 2003 chapter 5.
d. It should be noted that hazardous weed abatement ent shall be provided in
accordance with City of Kalispell ordinance 0-8.
e. Street naming shall be approved by the fire department.
The above requirements is have been completed to the satisfaction of the
Kalispell Fire Department per a letter from. Brent Christopherson,
Assistant Chief, to Morrison and Maierle, Inc. dated February 21,

Condition No. 5 street lighting shall be located within the subdivision and
shall be shielded so that it does not intrude unnecessarily onto adjoining
properties.
letter from the pro ect's electrical engineer dated 9 06 states that
the site lighting for the fire station has been designed to meet the intent
of the new City of Kalispell lighting ordinance. A site inspection by staff
found that lighting installed on the day of the site inspection has been
shielded so that it does not intrude necessaffly onto adjoining
properties.
Condition No. 6 That a minimum of two-thirds of the necessary infrastructure
for this subdivision shall be complete prior to final plat submittal.
• The m aj ority of the infrastructure has been installed with the exception
of thefollowing:
1. Asphalt pedestrian pathway
2. Warning lights for fire engine exit
The pedestrian pathway installation was delayed until construction
plans for the south side of the road are completed. once completed, the
pedestrian pa.thwa.y will be installed in conjunction With the roadway.
The warning lights for the fire engine exit are still in the process of being
installed and are anticipated to be completed in the rear future.
Although the warning lights are not fully installed this will not create a.
safety hazard as the roadway leading to the fire station currently ends
at the fire station. Therefore, no through traffic will be effected at this
time.
Condition No. 7 That landscaping of the site be done in accordance ce with a
plan approved y the Kalispell Parks and Recreation Department.
ip The Kalispell parks and Recreation Department has a. landscaping plan
for the site and expects the installation of plants, trees and an irrigation
system to start around mid April depending on the weather.
Condition No. 8 All existing and proposed easements shall be indicated on the
face of the final plat. Utility easements for City waiter and sever shall be
provided to allow for the logical extension of utilities from this subdivision
to adjoining properties. A letter from the Kalispell Public Works
Department shall be obtained stating the easement locations have been
reviewed and approved.
Existing and proposed utilities are indicated on the final plat. A memo
seat from the Public Works Department to the Planning Department
dated February 10, 2006, states that the easement .t locations as shown
on the final a plat have been reviewed and approved.
Condition No. 9 Site lighting shall be accomplished through the use of a full -
cut off lens and in accordance with the same standards as required under
the development agreement between the City of Kalispell and the
developers of the Spn*ng Prairie site, to merit not to exceed. 30 feet in height
with the light fixture that does not shine above a 70 degree horizontal
lane.
memo from Momson and Malerle's electrical engineer, Todd Foley,
states that site lighting for the fire station has been designed to meet
the intent of the City of Kalispell Lighting Ordinance. A subsequent site
inspection by planning staff found the light fixtures that were installed
at the time complied with this condition.
Condition No. 10 That a minimum of two-thirds of the necessary infrastructure
for this subdivision shall be completed prior to final plat submittal..

Condition No. 11 All new utilities shall be installed underground. Ka.11slaell
Sub. Regs. Section 3.17A).
• All new utilities have been installed underground.
Condition o. 12An approach permit shall be obtained from.. the Montana
Department ent of Transportation for the creation of the proposed
intersection at US Highway 93 and Spring Prairie center South Road
and any needed improvements be accomplished prior to the submittal of
the final plat.
• The intersection has been fully constructed and the traffic light is
operational. Morrison and Ma .er e, Inc. are currently in the process of
obtaining the approach permit from the Department of
Transportation. orta.tion. They expect to have are approach permit with 60
days.
Condition No. 13 That preliminary approval shall be valid for a period of three
gears from the date of approval. (Kalispell Sub, Re s. Section 2.0E
(7)).
• The preliminary plait is valid through. July 5, Zoo . This final plait has
been submitted within the required time frame.
COMPLIANCE WITH APPROVED PRELIMINARY PLAT
The final plat is in substantial compliance with the preliminary plat which was
reviewed and approved by the Kalispell city Council on July 5, 2005.
COMPLIANCE NTH THE SUBDIVISION REGULATIONS*
This subdivision plat has been found to be in substantial compliance with the
State and city Subdivision Regulations.
COMPLIANCE WITH THE ZONING REGULATIONS
This subdivision can be found to be in compliance with the Kalispell Zoning
Ordinance and the B-5 / PULE Ire str*al-commercial/ Planned Unit
Development) zoning designation for the property which governs the
dimensional requirements of the lots within the subdivision as well as the uses.
RECOMMENDATIONQ
All of the conditions of preliminary plat approval ave been adequately
addressed. he staff recommends that the Kalispell city Co .r eil approve the
final plat for this subdivision.. Please schedule this matter for the March 20,

This project includes installation. of approximately 280 linear feet of twelve inch diameter Class 150 PVC water
pipe, one fire hydrant and one line gate valve, along with other necessary fittings and appurtenances as shown on

Approval is given With the Understanding that any deviation frorn the approved plans and specifications will be
submitted to the department t for review and approval. Prior to commencing; use of any portion of a new public
system, the owner or his engineer, shall certify by letter to the Department that the portion of the system to e put
into use was built in accordance with approved plans and specifications,As-built drawings ` r the portion of the
system put into use must be provided to the Department within 90 days after the date of initial use. Within. 90 days -
after the entire prIect has been completed, the project engineer shall certify to the Department that the project was
inspected and fund to be installed in accordance with the plans and specifications approved by the Department.
This eertific:atio shall be accompanied by a set of record as built drawings of the entire project, signed by the
project engineer.
It is further understood that construction will be completed within three years following the date of approval. If
more than three years elapse before completing construction., plans and specifications must e resubmitted and

schedule requirements associated with a Department enforcement action against a public water or sewage system.

Engineering Society of North America ISSN Handbook. The lamps are a horizontally
mounted, 250 watt, Metal halide, High Intensity Discharge type. The Pole assemblies
are built with 25 foot poles mounted to a 30 inch high concrete base.
