Trinity Lutheran Church owns the site of the proposed youth center as well as most of the other properties in the area with the exception of the residential properties to the south and to the cast. There is adequate usable space on the site to accommodate the proposed youth. center. The attached site plan provides a. creak down on the lot coverage for the church property. Including the 2 church., school, gym, day care center and proposed youth, center, the lot coverage totals 58,510 square feet or roughly 19.4% of the entire site. The R-3 zoning allows maximum lot coverage of 0% . b. AdequateAccess: access to the proposed youth center is provided by Third ,ve. WN on the east and an existing parking area to the north. There is also a. paved alley to the west of the proposed youth center and a. paved driveway south of the proposed youth center. c, nvi -onmental Constraints: There are no obvious environmental constraints associated with this property. The site can be described as level with a zero percent slope overall.. There is no surface water in the immediate area. No impacts to the groundwater can be anticipated because this property is served by community grater and sever systems. 2. AppropriateDe : a.. Parking....Scheme: 'There are currently 160 parking spaces provided on the church property to accommodate the church during services and the school and day care center. '`mere is currently a. paved parking lot located north of the proposed youth center between the youth center and the day care center. This paring lot contains 33 parking spaces. The Kalispell Zoning Ordinance requires I space per 250 square feet o gross floor area for community and recrea.tion centers. This amounts to 19 off-street parking spaces for the proposed 4,800 square foot youth center. The current number of parking spaces is more than adequate to accommodate the existing uses on the property and for the additional 1.9 parking spaces needed for the youth center. (open Space: There are some play and lawn areas that currently exist within the site which function as an informal open space area. No other open space would be required. , Eencing Z Scree ing/ Landscaping. 'Where is some mature landscaping located between the proposed youth . center building and Third Ave. WN. In order to maintain the residential character of the 3-Mmediate area the planning departments recommending that the trees located between the existing residence ce on the site and the sidewalk remain. The elevations of the proposed youth center indicate the center will incorporate matenals which will reflect the existing church campus and armo i e with the adjacent residential properties. Prior to issuing a building pest, the Kalispell Architectural Review Committee ill review the proposed elevations and building plans to ensure the youth. center incorporates into the exiting neighborhood. By incorporating a design and materials which reflect the neighborhood character of the area and maintaining the existing trees locates on the ea.stem o nda-ry of the property no additional fencing, screenmg or landscaping is warranted. -01 `Pr .A.V . Availabilityof Public S rvices/ Facilities: a. Schools: This development is within the boundaries of School District 5 and would have no k ovm impacts to the school district. b. Parks and Recreation: The proposed youth center wiH provide recreational activities for children attending the church and school. In addition, the church has an existing play area and Feld immediately la.tely 4 40 west of the proposed. youth center. c. Police: This property is within. the jurisdiction of the Kalispell Police Department. Because of the nature ofthe proposed use, any additional impacts to the department would be insignificant. d. FireProtection: Fire protection is to be provided by the City of Kalispe .'s FireDepart-meat. Upon reviewm'g the proposal the fire department stated that due to the size of the building, occupancy type and maximum number of occupants the proposed youth center could .old, a fire sprinkler system may be required. Therefore, a condition has been added to require the youth center to adhere to all building and fire codes, which includes the possibflity of a fire sprinkler system w*t .in the proposed youth center. e. Water and. Benner: The water and serer system for this property is provided by the City of Kalispell.. Impacts to the system will be Mlnimal as a. result of this use. f. Sod Waste; Solid waste will be collected by the City of Kalispell and taken to the Flathead County Landfffl. There is sufficient capacity within the landfill to accommodate this additional solid waste generated from this use. g. Streets: The youth center will not create additional adverse traffic as many of the functions at the center will coincide with school or church functions. The streets M the area will not be significantly impacted by the center as there is adequate off-street parking. Neighborhood Its: No other impacts have been identified or are anticipated including additional outdoor lighting impacts, smoke, fumes, gas, odors, or inappropriate hours of operation. A notice of public .ean'ng was unaided to property owners within 150 feet of the site approximately 15 days prior to the hearing. To date, staff has received no comments from neighbors on the proposal. 5 • Consideration of historical use pattems and recent changes: The Trinity Lutheran Church and school complex have occupied the surrounding area for a number of years. Existing residential dwellings are located to the east and south of the proposed youth center site. The Church, in proposing the youth center, has made an effort to incorporate the youth center into the existing neighborhood through the design of the center. Effects on property varies: No sigruficant negative impacts on property values are anticipated. As previously mentioned, the proposal is compatible with the neighborhood, and the development and land use impacts would be typical of that anticipated for the area. RECO MMNN Staff recommends that the planning board adopt the stall' report #KCU-06-4 as findings of fact and recommend to the l alis efl City Council that the conditional use permit be approved subject to the following conditions: . DESIGN: The design of the proposed youth center is one that tries to blend, integrate, and enhance the existing church campus and surrounding residential ome . The building's height, forte, proportions, and materials have been selected to reflect the existing chorch campus and .armo i e with the adjacent private residences. The use of stone and siding and color will also be used to match NNI-ith the entire Trinity Lutheran campus facilities. ZONING & CODE: The church cams c rre .tly resides in the R3, Urban single Family Residential, zoned area. The standards allow for up to a 0% lot coverage of which the proposed new facility brings the total proposed church campus lot coverage up to 0%. The proposed 2 -foot high single -story center will Utilize a steel frame and noncombustible construction. All zoning and building codes will be observed for this ADA compliant facility.
