The Willow Creek subdivision proposes a total of 471 lots, 397 single family lots and 74 townhouse lots. The subdivision is proposed to be developed in a series of 8 phases. The original plat of Willow Creek was approved on July 6, 2010 by the Kalispell City Council subject to 65 conditions. Willow Creek is located on the north side of Foys Lake Road generally between the intersections of Valley View Drive and Learn Lane. The eastern boundary of the subdivision abuts the Alternate Highway 93 R/W. The 140 acre site can be legally described as Tracts 6-12 of the Certificate of Survey 18086 and is located with the N1/2 and the N1/2 of the S1/2 of Section 13, Township 28 North, Range 22 West, P.M.M., Flathead County, Montana. The Kalispell Subdivision Regulations, Section 28.2.06(E.7) allows the subdivider to request a two-year extension of the preliminary plat. This is the first such request for this subdivision. RECOMMENDATION: A motion to adopt the resolution and grant a two-year extension to the preliminary plat approval for Willow Creek Subdivision. FISCAL EFFECTS: Minor positive impacts once fully developed. ALTERNATIVES: As suggested by the city council. WHEREAS, the city council of the City of Kalispell granted preliminary plat approval for Willow Creek Subdivision on July 6, 2010; and WHEREAS, Wayne Turner, on behalf of Trigon, Inc., has requested a two-year extension to the preliminary plat of Willow Creek Subdivision due to economic conditions; and WHEREAS, good cause exists for the request for extension by Trigon, Inc. and it is in the best interests of the city that the extension be given. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA AS FOLLOWS: SECTION I. That the application of Trigon, Inc. for a two-year extension of the preliminary plat of Willow Creek Subdivision, Kalispell, Flathead County, Montana is hereby approved.
