Subject: Conrad Mansion Board Letter of Interest
I am interested in serving on the Conrad Mansion Board. I own two properties in Kalispell. My
primary residence is located at the outer edge of Kalispell but, as a convenience to the postal service,
I have a Columbia Falls mailing address.
My lifelong career has been working as a Human Resource professional from which I retired after
deciding to work from home as a grant writer for the Flathead Food Bank and other non-profit
organizations. This decision has been a good one for me.
I am passionate about preserving our American heritage, particularly in the forms of architecture,
museums and genealogy. I qualify as a Daughter of the American Revolution and the American Civil
War on both sides of my lineage. The preservation of Kalispell's history is especially important for
those of us who relocated to northwestern Montana being attracted to the area's beauty, abundant
natural assets and, its rich and colorful past. The Conrad Mansion is a supreme example of that
preservation.
As a Toastmaster, http://www.toastmasters.org[ I believe I can advance the mission of the Conrad
Mansion through public speaking opportunities and as a representative of the Board of Directors.
Please contact me if you have any questions or need additional information.

To Whom It May Concern:
I am interested in becoming a member of the City of Kalispell Planning Board because I
enjoy community service and involvement; extending my experience and knowledge; and
learning more about city policies, regulations, and politics.
My husband and I moved to the Valley a year ago from Olympia, Washington, to raise
our daughter near relatives. She was born shortly after our relocation, and I have chosen
to stay home with her. I currently serve on the Flathead County Evergreen Water and
Sewer District Board, as we have been renting a house in that jurisdiction. We are closing
on our first home this week in Kalispell and I am excited to pursue a service opportunity
here.
While in Olympia I was employed with the Washington State Department of Ecology,
where I coordinated environmental planning. Primarily, I led teams in improving
permitting processes used to implement state and federal regulations. In the
Environmental Review and Transportation Section (ERTS), I actively participated in the
State Environmental Policy Act (SEPA) administrative and strategic planning and research
used to inform executive and legislative bodies.
My experience at the City and County levels is less extensive. At Ecology I was in
constant communications with city and county planning officials and I was involved in
providing quarterly, regional SEPA conferences; however, the city and county (the City
of Olympia and Thurston County) work that I find more compelling were graduate school
projects. These included customer service satisfaction research for the Community
Planning Department and an economic impact study for the arts commission.
I look forward to enthusiastically serving our community and I am very grateful for these
opportunities. I want to learn more about this area, and how I may be of service here.
Should you feel my experience could be better utilized in another service capacity, please
don't hesitate to let me know your suggestions. Thank you for your time and
consideration.
Sincerely,
Abbey Wellemeyer

Purpose: Letter of intent for appointment to the City Planning Board/Zoning Commission
03/20/2013
Mayor and City Council members,
Thank you for taking the time to consider my appointment for my continued service to the Kalispell City Council and
the city of Kalispell. As a current member of the Kalispell Planning Board/Zoning Commission my term is expiring this spring.
In my time serving on the board I feel that many positive things have come out of planning such as The Core Area
Revitalization Plan and a Annexation Boundary recommendation just to name a few. Serving on the board with other
members and working with city staff has been a great experience and I would like to continue in this capacity. Again, thank
you for your consideration.

Dear Mayor and Council:
As of April 30''', 2013 my term as a member of the Police Commission is due to
expire. I have served on the Kalispell Police Commission since April 2004 and am
the most tenured Police Commissioner. Since my original appointment I have had
the opportunity to gather a wealth of knowledge about the department through
Police Commission meetings, commission activities, numerous hiring boards and
interactions with the public.
My extensive background in law enforcement, interactions throughout the
community coupled with my past and present involvement with community service
groups give me a broad prospective from which to pull from and are beneficial to my
duties and responsibilities on the Police Commission
I am writing this letter to respectfully request that you consider reappointing me
to the Police Commission. I am a city resident and meet all qualifications to be
appointed to the Commission.
I have always taken my responsibilities and duties as a Police Commissioner
seriously and will continue do so if given the opportunity to continue my service.

RE: Police Commission Vacancy
Dear Selection Board:
I would like to be considered to fill a volunteer position on the Kalispell Police
Commission. I feel that I am well qualified to become a member of the Police Commission
and offer the following information in support of my request.
I have been a full time resident of the city of Kalispell for my entire 69 plus years. That
residency has been within the corporate city limits. The only time I was absent was during
4 1/2 years serving in the United State Army and attendance at the University of Montana
in Missoula.
I am a retired member of the Kalispell Police Department. I served for 20 years, retiring in
1987. I was the first polygraph examiner in that department. For several years (until the
use of polygraph for pre -employment by the Montana Supreme Court), I conducted pre-
employment polygraph examinations for the department and numerous other law
enforcement agencies in the area. I also was a member of many oral boards for the hiring
of police officers. I am aware that this is one of the primary functions of the police
commission.
Upon my retirement I opened a private polygraph business and have maintained an office
on Main Street since 1987. This business has kept me in contact with law enforcement,
however the contact has widened considerably. I routinely conduct examinations on the
local, state, and federal level. The most valuable experience for the police commission
would be the approximately 10,000 interviews that I have conducted since 1967. I have
kept myself current with law enforcement trends through my continuing education program
with the American Polygraph Association. This includes national seminars at least every
two years with law enforcement officers from all states.
(Stotts, Dick - Pg. 2 - 3-24-13)
My entire family has been involved in law enforcement or civic duty. My father was a
member of the Kalispell Fire Department for 23 years. He retired on the day of my
confirmation as a police officer. My older brother is a retired Montana Highway Patrol
Assistant Chief. My younger brother was a Deputy State Fire Marshal prior to his death.
My oldest son is a polygraph examiner working with me now. My youngest son is a
lieutenant on the Twin Falls, Idaho police department. My wife Lorraine has put up with
all of us for 45 years. Lorraine and I have resided on Grand View Drive in Kalispell since
1971.
Since all of those 10,000 interviews were life altering to someone, I make ever decision
very carefully. I now am able to schedule my time and am available to the police
commission (except during golf season) exclusively. I appreciate your consideration for
this appointment.
Sincerely yours,
PL
