Hansz, P#E., Director of Public Works SUBJECT: Approve Task orders - Upper Zone Water Supply and Storage Project MEETING DATE.: February 21., 2006 BACKGROUND: In 2005 the City entered into a contract with Robert Peccia Associates for project engineering services to develop public water supply fac.111ties .for production and storage in the City's upper pressure zone. Implementation of this contract is via a series of task orders for specific work. Each task order is to be separately negotiated for cost and scope of work based on the result of preceding task orders. Task Order #I initiated the site selection effort. A site has been identified and the City is in negotiations with the landowner to secure the site. A location for a new production well was identified and approval of the drilling contract for this new well is a separate agenda item. Task. orders 2, , # , and #6 are to continue the engineering required to finalize procurement of the site, prepare easements,, conduct geotee ..Leal investigations and complete the engineering tasks .necessary to produce contract documents for completion of the well. Additional Task orders for the remaining work to finalize the storage tank design and the connecting pipelines will be negotiated for scope and cost at a later date when the site acquisition process is complete. Create Project Base Mapping: Using field surveys, record drawings, and utility locates, develop base maps for Project site. Base maps will be used in design plans. 6. Geotechnical Investigations and Report: It is anticipated that the Engineer will employ a qualified geotechnic al consultant fordriIling and testing soils, and evaluating and develop . design parameters for soilconditions', structures, and pipelines for the Project. The Engineer will coordinate s services, and provide background 'n orrr�atior�, Project liaison, and review findings of the geotechnical consultant. The goto oh ical report will be included i the contract documents for the Project. Compensation of the geoteehni al consultant for professional services will be the responsibility of the Engineer. View Well and the old School Station Well. . Bid Letting and Contract Administration for Well Drlling: Includes attending a pre -bid conference torespond to questions posed by prospective contractors, issuing addenda to the bid specifications if needed, attending the bid opening, and reviewing bid submittals for completeness. Aquifer Test Specifications: Includes specifying the pumping rate,, duration of stela- drawdown test, identification of observation wells,, and general details of the pumping test. The information will be provided in a brief technical memorandum. 1 5. Prepare Water RightApplication: A water right application will be prepared to extend the water nghts for the new West vier Well into the City's distribution system. . The application will address legal and physical water availability, adverse effects, ects, and update the place of use. . Pro eet Completion Report: All information collected relative to well drilling, completion, testing, and water quality sanlin will e assimilated and compiled into a project completion report that will serve as a single reference document. 7. Grandview Well Assessment Report Preparation: Evaluate the water quality test results, video inspections, and well completion data relative to the Grandview No.2 well and the test well that was collected in Phase I of tis project. This in ormat-lon will be summarized in a technical report that will eon.tain recommendations for future alternatives relative to these two wells. B. SWDAR PREPAR-ATION AND AQUIFER TESTING (PBS&J) 1. Prepare Source Water Delineation Assessment Report (SWDAR): Preparation of SWD.AR in accordance with DEQ Circular PWS-6 for the new West View Well. Goal of this task is to identify source water to the new well and to identify potential sources of contamination and hazards to the new proposed water supply well. This report must be reviewed and approved by DEQ prior to DEQ approval of the well site. 2. Aquifer Testing and Analysis: Includes a -hour step test and a 2-hour constant rate pumping test for the West view Well conducted as specified by Applied Water Consulting. 'ask deliverable will be a technical memorandum summarizing the pumping test methods and results, data analysis and evaluation, and reeornmenda ions regarding appropriate pumping rates for the well. 3, Pumping Simulation Modeling: Prepare a technical memorandum summarizing results o rel.l pumping simulations. . .Review of Grandview Well Assessment Report: Independent review of Grandview well assessment report by Applied Water Consulting. Prepare a technical memorandum summanzing any suggested changes to the report. C; DESIGN of WELL COMPLETION, WELL BUILDING, CONNECTING PIPING AN RELATED APPURTENANCES Ors -site Meeting with. Developer and Engineer: Hold a pre -design meeting with the Developer and Engineer for the Westview Subdivision. This conference will be -used t identify the recommended locations for the new well and well building architectural requirements, and locations of existing infrastructure in the vicinity. I �. Record Drawing Review: Review available Owner records and drawings to determine tentative water facilities locations and configuration. Supplement review with field reconnaissance. Develop existing utility information for use in design decisions and incorporation into plans. Preliminary Well Site Design: Develop a site design for the improvements acceptable to the Owner, and conforming to the technical requirements of the Project. Includes development of preliminary design criteria and schematic design of the new well building. Well project completion report (see above) will be used as the basis for preliminary design of te well site Facilities. . Final Hydraulic Calculations and Modeling: Perform final hydraulic calculations For the pumps and piping system to promote conformance of the new improvements with the requirements of the existing water system. 5. Materials Comparison and Selection: Research alternative equipment and materials From the standpoints oFtechnical Feasibility, availability, and cost. Develop recommendations to the Owner for recommended pumps, controls, piping, valves, and appurtenance H ester "als For the Project. . Research equipment options and review preferences with the owner. Select prospective equipment. Design new equipment, including sizing, fit -up , location, and accessory systems required. . Telemetry Equipment and Electrical Design: Review existing water system controls and new control needs, in -eluding field inspection of equipment with the owner. Review equipment upgrade options and preferences Frith the owner, including integrating telemetry etry controls with the owner's water treatment and pumping plants. DetennIne telemetry and control equipment requirements, and select prospective equipment and suppliers. Design D.eW telemetry and controls For well and well building, including communications protocol, input/output capability, location and accessory systems required. Design supporting electrical heat, light, and power systems for new well building. This stage ofdocuments will inc lude drawing sheets showing key system features, arrancrement, and sizing. Preliminary specifications will also be prepared, with separate technical sections for each system, material, and trade of construction work involved. . Cost Estimates Based on 0% Resign: Prepare a detailed Project cost estimate for the design as presented in the 50% Design Documents. The cost estimate will be circulated to the owner for review. 12. In -House QA/QC Reviews: Preliminary (50%) Design Documents vvi11 he submitted to internal QA/QC review by the Division Manager and the Operations Manager in charge of QA/QC for the Engineer. 3. Produce and Distribute Review Documents: Preliminary 50%Design Documents will be reproduced and delivered to the Owner and appropriate agencies for review. It is anticipated that 10 sets of documents will be provided for this purpose. 14. 0 Plan ReviewMeeting: Conduct a workshop with the Owner to review the 0% Preliminary Design Documents. Discuss, respond to, and/or incorporate any changes to the design documents requested by the over. . Prepare Construction Drawings 95 %: Prepare Construction Drawings showing final design configuration for the Project, including intended detail for construction. purposes. Drawings will be prepared to a 95 complete stage, showing all views, dimensions', and detail proposed for biddable documents. . Prepare Project Specifications (95%): Prepare bid documents and specifications for the work under the Project to a 5% complete status. Specifications will include material and installation requirements for mate ais and systems to be incorporated into the Project construction. 17. Update Construction.
