Patrick, City Manager SUBJECT: Bruyer Granary Donation MEETING ]ATE: December 41, 2006 BACKGROUND: City Council received a letter from Ms. Ellen Bruyer Naumann requesting your consideration of accepting their family property known as the Bruyer Granary located at 1355 whitefish Stage Road. The granary building was constructed in 1909 and has been accepted into the Montana State Historical Society and listed on the National Register of Historic places. The family is also pledging a trust fund of $25,000 for the maintenance and preservation of the donation. In speaking with Ms. Naumann, the property being donated is inside the fenced area. Staff has reviewed this request and recommends Council consider this area to be a pocket park. Council requested a cost estimate to develop the park and that is attached along with a brief definition of "Pocket Park." RECOMMENDATION: Council considers the offer, and if it pleases Council, make a motion accepting the property, granary, and trust fund; direct staff to prepare the necessary transfer documents and prepare a park layout plan. FISCAL EFFECTS: Minimum impacts since the property would have a trust fund for on -going maintenance. There would be approximately $4,500 required to establish the park around the granary. SPECIAL USE AREAS (The following chapter is from the recently finished master plan describing in detail classifications for parkland) Desc?iption: ■ Special use areas are unique sites often occupied by a specialized facility. Some uses that fall into this category include waterfront parks, boat ramps, botanical gardens, memorials, community gardens, single purpose sites used for a particular field sport, or sites occupied by buildings. ■ Typical users of special use areas: o May come from throughout the city or beyond. • Arrive by auto, bus, bicycle or foot. • May visit the park for one hour to more than three hours. Site Selection and Development Guidelines. - Siting criteria depend on the type of facility proposed. ■ Prior to development of any specialized recreation facility, such as a pool, recreation center, sports complex, etc., the city should prepare a detailed cost/benefit analysis and maintenance impact statement. ■ Size will depend upon the facilities provided. ■ Site should front on a public street. ■ Parking Requirements: Depend on facilities provided. Facilities and Amenities to Consider.• ■ Facilities and amenities will deknd on the proposed activities and site use. The Granary building sits on approximately % of an acre and was recently renovated with a new foundation,. siding and fencing around perimeter of building. This site would make a nice "special use park" and "walk to" destination. Currently there is a pedestrian/bicycle trail across the street on the west side of whitefish Stage Road. The Parks department would recommend improvements to consist of trees, interpretive signage, parr benches, trash receptacle, rrLn * security lighting and landscaping. As the surrounding area is developed, it would be advantageous for the city to acquire additional property to the east overlooking the bluffs, enabling for future vistas and parking needs. This concerns the Bruyer Granary, located at 1355 Whitefish Stage Road. It was built in 1909, by my Grandparents, Julius and Susanna Bruyer, along with four of five sons, Phillip, Lawrence. Elmer and Nickolas. Enclosed is a picture, as it stands today. We would like to gift it to the City of Kalispell. "We", being the Schulze Family, the late Gerald, and George and Roger, my husband, Carl and myself. The Schulze Family own the property, on which it stands, worth approximately, $50,000 and the restoration, done by Carl and I. which ran around $90,000. On June 61 2006, the Granary was accepted into the Montana State His- torical Society and will be listed on the National Register of Historic Places. When completed, will have a sign erected on the west side, stating the history. we should hear this news before year end. We know that upkeep will be a large consideration, in your accepting this piece of Flathead County and Kalispell History. Thus, we plan to ask Mark Hash to create a trust, funded by Carl and I, with $25,000 for just that purpose.
