SUBJECT: Award Bid — 2006 Chipseal Contract
MEETING DATE: April 17,2006
BACKGROUND: The current budget includes an appropriation. of 3),., for current year
pavement maintenance work. 'In addition, the mild winter resulted in smaller expenditures for snow
plowing and de-icing so that an additional $32,893.00 is available for ,summer street maintenance. Two
bids for the 2006 Chipseal project were received, from JTL Group (base bid $ 8, 74. and.Pavement
Maintenance Solutions (base bid $14 , 7.50). Pavement Maintenance Solutions is a new company in the
valley. The Project Manager requested additional information to deten-nine the company has the resources
to perform on this eontraet. This material was satisfactory and the recommendation is to award to
Pavement Maintenance Solutions. The hid analysis and supplemental response is attached for your
information.

The current budget contains $130,000-00 for Chip Seal Operations. As a result of the mild winter $32,893.00
remains 'in the current budget for snow plowing and de-icing operations. A combined total of S 162,893. is
available to conduct Chip Seal operations.
The low bidder, Pavement Maintenance Solutions, is a new company that became qualified to conduct
business Montana on January 21, 2006. Pavement Maintenance Solutions was requested to submit
evidence indicating they have adequate plant and eq u* ent suitable financial status, appropriate technical
exnen e and no commitments that would interfere with their ability to meet the contracts obligations.
copy of Pavement Maintenance Solutions response is attached. I am satisfied with both the written response
and the dialog I had. with Chris Rasmussen, the company president, that pavement Maintenance Solutions
has the finances and ability to complete the work.
Where are not adequate funds to award both the Base Bid and the Altemate Chip Sweeping bid. Street
Superintendent Leonard Hogan has advised me that because of the fading shortfall the street department
will conduct the chip sweeping operations.

of the company and has 10 years experience chip sealing streets and roads. Chris was are
owner in A-1 Paving and has done all Kalispell chip seal projects since 1989 with the
exception of one. ferry Dustin is our lead laborer and. has 3 years experience chipping

operated all models of Bearcat Chip Spreaders,
e Present Commitments: PMS has adequate capacity to complete this project within

sufficient curing weather due to shaded areas.
