SUBJECT: Street Light Replacement Project — Progress Report
MEETING DATE: April 3, 200
CKGo'LTN* In response to citizen requests, the City Council directed staff to prepare a project to
upgrade the City's existing 4 82 mercury vapor street lights to modern l 0% cut-off high pressure sodium
lamps. The desire of the City Council was to respond to the public's request to reduce light pollution from
the old style lights, and also to reduce energy consumption by converting to high efficiency l OOW lamps
in place of low efficiency 175W lamps. The FY 05/06 Street Lighting Fund budget included $72, 00.0
for this project. The replacement fixtures are direct replacements on existing -poles and are like the high
efficiency l 00 cut-off fixtures currently used in areas of new construction. A sample sheet that shoves
the fixture style is attached. The fixtures are s1milar in appearance to the old style, but have recessed
lamps that direct light down to the area below the light rather than allowing it to spill out into adjacent
areas or up into the sky.
A contract with Flathead. Electric Cooperative was prepared and the budgeted funds were paid out
to i .itiate the project. FEE has obtained 1.00% of the materials and is approximately 50complete with
the installations. We antIci.pate installation to be complete in approximately 8 - 10 weeks.
Upon completion, the project will result in immediate annual savings to the City of $ l l ,..
.Pay hack of the .initial capital cost for this -project is approximately 6 years.
RECOMMENDATION: None; the project is fully funded, a contract is in force, funds have been spent,
l EC"s work is nearing completion, and. the results are as requested by the City Council and public.

MOST ImPORTANT, ,AND I DO BELIEVE THE CRITICAL ITEM MISSED BY THOSE WHO
ORDERED THESE LIGHTS, IS TAT OF LUMENS. COMPAWNG A MERCURY VAPOR 175
WATT TO HIGH ..PRESSURE SODIUM IS LIKE COMPARING APPLES AND ORANGES. THE H S
LIGHTS GIVE OUT A LUMEN LEVEL OF 9500,, VMILE THE MV RELEASES 8500, ONE HAS TO
HEN COMPARE THE LUMENS INAN N INCANDESCENT BULB, FOR WHICH WE ALL EVE A
FRAME OF REFERENCE.
THAT WOULD BE THE EQMVALENT OF THREE 150 SPOTLIGHTS FOR AN MV, OR NEB
FOUL. FOR THE HS.
BESIDES THE BRILLIANCE IANCE C ' R, THESE LIGHTS ARE DESIGNED TO SPREAD LIGHT
OVER LARGE AREA, AS IN PARKfNG LOTS AND MAJORROADWAYS. THAT EXCESS
LIGHT .PATTERN IS C USfNG ALL THAT UNEEDED LIGHT TO SPILL OVER'INTO OUR
PORCHES, BEDROOMS, AND EVEN INTO OUR BACKYARDS WE NEED TO SHORTEN THE
PATTERN OF THE EMMITED LIGHT. ALSO,. DUE TO BENT POLES AND BRACKETS, SOME OF
14E LIGHTS ARE NOT SETTING STRAIGHT. THIS CAUSES A DARK AREA ON THE HOMES
.BEHIND THE .SIGHTS, WHILE THOSE OF US IN FONT OF THEM GET MORE THAN OUR FAIR
SHARE.
THIRD, AND VERY IMPORTAN T PROBLEM_, IS THE DANGER NOW CREATED TO THE
CENTER OF EACH BLOCK. ONE JUST HAS TO STAND IN THE INTERSECTION AND LOOK
DOWN THE BLOCK AND SEE THE PATTERN OF BLACKNESS, BRIGHTLY LIT INTERSECTION.,
BLACKNESS,, MORE YELLOW INTERSECTION AND SO ON. THIS IS ESPECIALLY
IMPORTANT FACTOR ON THE SETS, WHICH .RAVE ALLEYS fNERSECING THEM.
THEY ARE IN DARKNESS. THIS IS A CLASSIC EXAMPLE OF TOO MUCH GLARE CADS[NG
ARK SHADOWS, AND BECAUSE OUR EYE CANNOT ADJUST FAST .ENOUGH FROM ONE TO
THE OTHER ESPECIALLY AS WE AGE, THIS IS
NOW A HAZARDOUS US CONDITION TRA' DID NOT EXIST BEFORE. I EXPECT SEE THE
CRIME RATE GO UP IN THESE AREAS.
THE CO-OP DOES NOT CONDONE `HE USE OF A SHIELDS AS T14EY ARE AFRAID OF THE
ADDED, CONDITION WIND DRAG, WHERE- Y fN SEVERE C N COULD CAUSE THE POLE

TOPPLE. HOWEVER WE ASA CITY REQUIRED LOWS€S TO DO JUST THAT, .AND I HA" ENt

IT SEEMS THAT THE ONLY REMEDY S PAf N , ALUMfNUK TO BE SPECIFIC. '. fNE
.AROUND THE OUTER.. EDGES OF ` 14E LENS, IT WILL SHORTEN THAT PATTERN OF LIGHT
AND REDUCE IT TO THE CENTER OF THE ROADWAY, WERE IT BELONGS. A LITTLE
MORE RANDOMLY DOBBED ON THE FACE OF THE LENS WILL CUT CUT DOWN ON SOME
OF THE GLARE.
