Hansz, Public works Director/City 1 DATE: September 14, 2007 Highlights of monthly activity for the operating divisions of the Department for the month of August 2007 are as follows. - ENGINEERING DIVISION .En in eerie & Design • Initiated the development and design on the Meridian Ston-n Drain and Sanitary Sewer Lining Project. • Held pre -construction meeting on the Electrical. Generator Replacement Project. • Held pre -construction meting for Upper Zone water tank and pipeline project. ■ Continued bi-weekly progress meetings for Meridian Road gasoline spill. clean --up. • Conducted technical review with Applied water Consulting related to Meridian Road clean-up. • Met with USEPA investigator regarding potential legal actions related to Meridian Road gasoline clean-up. • Provided City Council with update presentation for wastewaterlsewer system facility planning effort. • Met with developer of Silverbrook regarding water supply options for the project. • Conducted project status meeting with consultant for OS S Phase III water facilities construction. • Met with representatives of Wolford Development regarding technical requirements to be met by developer of Glacier Town Center project. - • Met with City's OS S construction consultant and contractor regarding elements of OS S change order for water facilities. • Attended the iWorQ Asset Management Software Training. • .Attended a Safe Routes to Schools training in Helena. ■ Continued dialogue with design engineers, developers, and contractors regarding Public Works issues on Starling Development, Silverbrook Subdivision, U.S. Highway 93 North utility extensions, Autumn Creek Subdivision, Ashley Heights Subdivision, and Spring Prairie Center Phase 3. • Attended conference on Public works issues with the Glacier Town Center officials. Construction Management Documented and monitored progress on outstanding SIAs and at least the following projects; • Met with the engineer and contractor of Aspen Creek several times. • Met with the engineer and contractor of Westwood Park subdivision. ■ Lone Pine subdivision is working on a repair plan to correct the storm pond sizing. • The Meadows is laying the sewer from Four Mile Drive south into the Northland subdivision. ■ Met with the FVCC and Hutton Ranch representatives to discuss ongoing maintenance issues with the swale and storm pond. • Met with the engineers and contractor to address the bike path alignment and construction issues. • Met with the engineers and contractor to address the sewer repairs in Mountain Vista Subdivision • Westwood Park subdivision is completing some repairs. • Coordinated bike/pedestrian path at Aspen Creek and Diamond Ridge to ensure their connectivity. • Stillwater Bluffs subdivision is addressing repair work. • Completed numerous Certificate of Occupancy checklists for the Building Department. • Attended weekly construction meetings for Silverbrook subdivision. • Reviewed proposals submitted to Parks Department for engineering services. • Wolf Pack Way is substantially complete. The path has been repaired to comply with City standards. • Attended the pre -construction meeting for the City water tank project. • Attended the pre -construction meeting for the water and sewer extensions to Silverbrook Estates. SurLgin ■ Continued GPS filed surveys for 2007 utility update. • Continued to respond to digital mapping request. • Met with new City hall electrical contractor to discuss GPS antenna placement. • Continued GPS field surveys of PLSS corners for base mapping. * Continued PLSS corner access improvement by setting risers. • Met with Flathead County GIS and had discussion with BLM representative regarding the filing of Certificates of Survey for approximately 70 sections in the Kalispell area to improve Flathead Valley GIS mapping accuracy. WATER .RESOURCE DIVISION Wastewater Treatm eu t * 139 Work orders were completed during the month of August. * 455 Lab tests were performed during the month of August. • 364.06 Tons of Biosolids were transported: 1. 305.07 Tons to Glacier Gold 2. 58.99 Tons to Flathead County Landfill • Permit Report for July 2007: There were no permit violations. Latecomers agreement meeting Water Production • Produced 237 M gallons of water: 83 M gallons upper zone and 154 M gallons lower zone. • Injected 862 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.32 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Repaired broken chlorine injector at Old School well. • Attended customer complaint seminar at the WWTP. • Took nitrate -nitrite, SOC, IOC, TOC samples at all Wells. ■ Took monthly crytosperidium sample at Noffsinger. • Continued to get Old School well online. • Replaced mother board and senor on the Buffalos Hill generator. • Replaced air vacuum valve at Armory well. ■ Replaced water transfer pump at Noffsinger Spring. • Held weekly safety meetings. Water Maintenance & Repair continued... • Assisted with alley paving. ■ Held weekly safety meetings. Topics included: Trenching operations Safe Excavating & Shoring operations — A & B Asphalt Paving Safety SewerlStorm S stem Main ten an ce • Continued video and jet cleaning of sewer lines -Monday through Thursday. • Performed weekly maintenance of thirty-five lift stations. • Responded to alarms, (2) at LS #5, (1) at LS # 15 & (1) at LS 28. • Cleaned wet wells at LS #15 & #28. • Made preliminary arrangements for chemical rooting of several chronic root problem mains with Pace Construction, Billings, Montana. • Reinstalled pump at LS # 15 after inspection by Diversified Electric. • Meridian fuel spill: Located and marked manholes, Meridian to 2nd Street detention pond. • Cleaned and Tved Meridian sewer main — Hwy 2 to Appleway Drive. • Located and marked sewer and storm mains on Meridian Road. • Inspected and planned work on the Woodland Avenue detention pond. ■ Replaced several mislabeled manhole covers. ■ Pulled pump #1 from Lift Station #28 -v-- cleaned and replaced. • Tv inspection of 1" Alley West between 7"h Street and 9"' Street. ■ Repaired wash bay pump. • Cleaned sewer line from the Juvenile Detention. • Attended Foremen's meeting. • Meld weekly safety meetings. Topics included: Trenching operations Using Wrenches Shoring Safe Excavations MAINTENANCE & CONS TIC UCTION DIVISION Street Main ten an ce & R air • Continued general operations and maintenance of City streets and alleys. • Continued utility patches for water and severer departments. * Prepared 5 alleys on west side for paving. • Paving completed on alleys between 7th and 8"' Ave W., Center Street to 3d Street and between 8th and 9th Ave from 1st Street to 3rd Street. • Removed old cable and posts from Mission Street and replaced with a metal guard rail received from MDOT. • Assisted Solid waste Division with alley cleanup. • Repaired trip hazards on sidewalks in numerous locations. • Attended training on supervision at Hampton Inn. Topics included: Using Wrenches Trenching operations Shoring Safe Excavations Part A & B Traffic Sions & Signals • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Installed three new poles and breakaways in the parking lot located off of 2nd Avenue West, 300 blk, for the Parking Commission. • Continue to thermoplastic cross -walks. • Picked up all signs, tripods, and candles used for the gas leak on North Meridian Road. • Assisted with the signing and barricading for core drilling on South Meridian Road gas leak. ■ Removed the broken base on the luminaire located on 1'k Avenue West and 3rd Street West -- vehicle accident. ■ Provided traffic control for core drilling on Meridian Load gas leak. • Put up another light pole & luminaire head at l't Ave W & 3'd St W. Put asphalt around base. • Trouble shot the North Meridian luminaries between Idaho and Liberty Street - found burned wires in pull box north of 2 Mile Drive. • Provided signs for the Northwest Montana Fair parking on Wyoming Street. • Signed and barricaded for the Northwest Montana Fair on S117/07. • Installed new street name signs at Columba Lane and Grandview Drive. • Started replacing the nonconforming "Stop" signs and breakaways in the Empire Loop Subdivision. Bases were not breakaway and signs did not meet City standards. 100% complete on August 29, 2007. • Did 5 more thermoplastic cross walks 08-27, 5 on 08-29-07 and 4 on 08-30-07. • Changed burned out beacon bulb at City Airport. • Weekly safety meetings held. Topics included: Using Wrenches Trenching Safety Excavating & Shoring Operations Shoring and Trenching -- Part B Equipment Maintenance illll.11 l�� r 85 Repair orders were completed during the month of August; ■ Police — 25 a Streets — 16 Fire — 16 ■ Garbage - 7 M Others - 21 Total — 85 • Continued regular maintenance of City vehicles and machinery. • Replaced power brake booster, recharged a/c, and replaced leaking heater control valve on the police vehicle. • Replaced broken windshield, replaced bent wheel and cut tire, and replaced fan belt on the police car. • Rebuilt the alternator, replaced battery, and replaced power window master switch on police car. • Replaced spring brake air chamber on the sewer jet truck. ■ Flushed fuel system and replaced fuel filter on the Patch Ding. • Repaired wiring harness on the Elgin sweeper. • Replaced front brake calipers and brake pads on the ambulance. • Replaced radar gun socket in police car. • Replaced front brake pads on new police car. • Replaced battery & repaired electrical system on Elgin sweeper. • Replaced diesel fuel filter and tightened fuel hoses on Fire Department ambulance. • Replace alternator & check charging system on police car. ■ Replace turbo charger and fuel injector on garbage truck. • Replace tie rod end, adjust steering gear box and set toe -in on street tandem. • Replace emergency brake band and replace electric clutch on rear engine of the Sani-wvac water truck. • Replace tilt steering column and air control switch on new fire truck. • Replaced alternator, headlamp, and repaired noisy brakes on the police vehicle. • Replaced hydraulic hose on backhoe for the water Division. • Replaced hydraulic tube on the garbage truck. • Replaced leaking air and hydraulic hoses on the Elgin sweeper. • Replaced grease fitting and repaired hydraulic leak on the Tenant. fauipment Maintenance continued... ■ Held weekly safety meetings. Improvement :Report for the Finance Department. • Reviewed sidewalk budget with Project Manager and visited several currently budgeted project sites as well as some future potential sidewalk project sites. ■ Discussed amending the current Facility Plan Update contract with HDR. for additional services. * Scheduled next Impact Fee Advisory Committee meeting. Attended staff discussions regarding implementing an Impact Fee policy on. existing structures that annex into the City. • Met with Emily Gillespie from DEQ and discussed DEQ's role in allowing the City to approve additional capacity in our utility systems before the facilities are in place. ■ Attended WWT Facility Plan Update Council Workshop. • Attended City Council Work Session discussing an annexation/impact fee policy. • Attended an on -site video conference on customer complaint data. ■ Attended an iWorkQ (Public Works utility software) Conference in Logan, Utah. • Attended meeting with Wolford Group to discuss plans for Bucky's mall. Assessment Systems • Continued to process special assessments. • Prepared data to submit to the County. • Redesigned Solid Waste database for assessment purposes. • Deceived and processed new assessment rates. ■ Worked With database programmer to establish rate tables for garbage and other special assessments. ■ Added important dates to the database. L2LIiAilRate Administration ri iwwuuiiir�rrrrr ■ Tagged 68 delinquent accounts on the west side of Kalispell. • Meter maintenance and change out on going. • Repaired and/or replaced 66 meters. • 102 Final readings were completed. ■ 38 Water meters Were distributed for new water accounts. ■ Continued to Work with the water meter maintenance division to resolve issues of unauthorized water connections, unmetered water usage, and no wager meter access. LILIiADate Administration continued... • Worked with customers and utility clerks to resolve utility billing issues. • Spent a day in. the field changing out water meters and experiencing the day to day problems that the crew encounters and the troubleshooting techniques they utilize to solve those problems. ADMINISTRA TION • Processed 243 work orders for the month of August. • Continue to assist in processing the new Stormwater Permits for new construction. ■ Held meetings with all Public Works AFSCME employees regarding placement in the pay matrix. • Created a filing system to record all training records for Public Works AFSCME employees. • Registered employees for various classes. • Attended Web Conference on 519107 — The Quick & Easy Way to Create Microsoft Powerpoint Presentations. • Coordinated and held Street operator interviews on August 15th. Hired three operators; Montgomery Loudermilk., Albert Purdy, and Joshua Williams -- start date 9/ 10/07. • Attended iWorQ Asset Management Conference 5120/07 thru 8/23/07 in Logan, Utah. • Updated the Solid Waste Garbage brochure and the City website to reflect the new garbage rate/assessment effective 8/20/07. • Typed evaluation report for the Starling Development for Deputy City Engineer. • Attended Human. Resource Bootcamp on August 29th W--- Topic was Recruitment and Selection. • Continue reorganizing and disposing Public Works Departmental box files according to the Municipal Records Schedule. • Complied, recorded, and processed bi-monthly time sheets. • Compiled data for monthly activity report.
