Patrick, City Manager SUBJECT: Amendments to Planning Department Fee Schedule MEETING DATE: September 4, 2007 council meeting BACKGROUND: Every year the Planning Department reviews planning fees to determine if they are adequate to address costs and appropriate relative to the development community and surrounding communities. It has also been the philosophy of the office to increase fees gradually as inflation; construction costs and construction sales grow as opposed to significant increases at less frequent intervals which are more difficult for the development community to plan for. At the August 27 council work session, a proposal to increase fees on average approximately 5% was presented (referred to as option A). The increases were focused on preliminary and final plats and for PUD developments as this is where we see the most activity and increased demands for service. The 5% scenario would increase a 5 lot minor subdivision approximately $75 or $15 /lot. conversely, on a much larger project it would increase a 100 lot subdivision by $550 or $5.50/lot. The council directed staff to develop a second scenario increasing the fees at a slightly higher rate; the staff chose a 15% on average increase (referred to as option. B) . By way of example this option would increase the cost of a 5 lot minor subdivision by $150 or $30/lot and on a 100 lot subdivision it would increase the application fee by $2,250 or roughly $22.50 lot. In both options staff increased the base application fee and the per lot fees slightly. While we focused on PUB and preliminary and final subdivision plats, other fees including variances, zone changes, zoning text amendments and conditional use permits are proposed to remain the same for this year. The changes to the fee schedule are attached as option A (5% increase) and option B (15% increase). The 2007.08 planning budget anticipates that approximately 03% of the Planning Department budget will be paid through fees. The remaining 3711/6 would be general tax dollars. while it is difficult to predict actual application activity for any given year, it is estimated that option A could increase the fee balance of the department to approximately 09% while option B could shift this figure to 75%. RECOMMENDATION: A motion to approve either option A or option B incrementally increasing the planning department approved fee schedule would be in order. FISCAL EFFECTS: Positive aspects as the cost of administering the planning department would be shifted to a greater degree to the direct costs associated with current development. Negative long term aspect could be a greater reliance on fees causing fiscal swings if current development activity fluctuates. ALTERNATIVES: As suggested by the city council. NOW, THEREFORE, BE IT .RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS. - SECTION I.
