Patrick, City Manager SUBJECT: Parks and Recreation Fees MEETING DATE: October 1, 2007 BACK GROUND. It has been recommended by the auditors that the City of Kalispell have their fees approved by council action on an annual basis. In the past, the council has set fees for various programs such as aquatics, special events, park reservations, etc. It has been the practice to set fees in accordance with the preparation of budgets. Considerations are given to program elements and costs are also considered in calculating fee schedules. A select few programs are offered free to the public and generally have little or no operational costs while other programs strive to meet a 60% - 100% recovery rate. It is essential when setting fees to consider participation rates and affordability to the clientele. In fiscal year 0 /07, $399,500 was collected in parks and recreation fees. This year (FY 07/08) to date $177,493 has been collected and in the corning budget year we anticipate at total of $439,500 in revenue. The fall and winter program brochure is scheduled to be available to the public October 1.5, 2007. It is essential the fees be posted with the program description at that time. The following attachment is a comprehensive fee schedule for all departmental programs for the current fiscal year (07-08). RECOMMENDATION: Approval of fees as recommended by the staff for all programs listed. FISCAL EFFECTS: Accumulate recovery casts to assist in deferring a portion of the taxpayer casts, minimizing general fund subsidy. ALTERNATIVES. As suggested by Council. Patrick Director of Parks City Manager Attachments - Kalispell Parks and Recreation Fee Schedule Addendum to Parks Memo -- Council Meeting 1011 J07 Fiscal Year 06107 the total general fund expenditures for Parks and Recreation was $1,351,079, the total revenue was $406,100, which equates to a 30% payback. This includes all parks and recreation budgets. The cost in FY 06/07 to citizens of Kalispell for parks and recreation programming is approximately $3.93 per month. Based on national trends, park and recreational activities on the average take up about 13% of general fund dollars. Kalispell parks and recreation general fund budget for FY 06107 was 13% which matches this national trend. our user fee contribution makes up approximately 4%, which leaves a contribution to the general fund for parks and recreation programs of about 9% by the taxpayer. The payback for these programs was 62.37% Pool Pool payback for summer season 2007 was 62.97%. RESOLUTION NO.5243 A RESOLUTION ESTABLISHING PARK AND RECREATION FEES TO BE CHARGED BY THE CITY OF KALISPELL'S PARKS AND RECREATION DEPARTMENT AND DECLARING AN EFFECTIVE DATE. WHEREAS, the Kalispell City Parks and Recreation department organizes and administers various recreation programs for the citizens of Kalispell, as well as other residents of the Flathead Valley, that provide recreational benefits and opportunities that are in the best interests of the City; and WHEREAS, the Kalispell City Parks and Recreation department charges user fees for the recreational programs to defray a portion of the operational costs of the programs; and WHEREAS, the fee schedule of the Kalispell City Parks and Recreation recreational programs should be reviewed from time to time by the City Council so that the fees may be determined to be appropriate and fairly set for the taxpayers of the City. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. The Kalispell City Parks and Recreation fee schedule, attached hereto and fully incorporated herein as Exhibit "A", shall be and is hereby established as the valid and enforceable fee schedule of the Kalispell City Parks and Recreation Department for those services provided, to become effective immediately and to remain effective until later amended or repealed.
