SUBJECT: Resolution No. 5250 -- Advocating southern Location for
Initial Phases of the Kalispell Bypass Construction

BACKGROUND: The Kalispell business community has been instrumental in the
effort to obtain federal funding for the Kalispell Bypass and has vigorously and
persistently expressed its view that the Kalispell Bypass Project should begin on
the southern end of the route. The Kalispell City Council previously communicated
with the Montana Department of Transportation, also expressing its resolve that
the Kalispell Bypass Project should begin on the southern end of the route. There
as been some discussion by the Technical Advisory Committee and the Flathead
County Commissioners about using the currently available funding to begin and
complete a portion of the project on the northern end of the route. Since that time,
however, information has become available from senator Tester's Office that the
level of funding for the project at this time would be insufficient to complete such
northern phase.
RECOMMENDATION: The City Council should consider passing Resolution No.
5250 to reiterate to the Montana Department of Transportation its resolve that the
initial phases of the Kalispell Bypass Construction Project should be located on the
southern portion of the route.

RESOLUTION NO, 5250
A RESOLUTION ADVOCATING THE CHOICE OF THE SOUTHERN LOCATION
FOR THE INITIAL PHASES OF THE KALISPELL BYPASS CONSTRUCTION
PROJECT.
WHEREAS, the Kalispell business community has been instrumental in the effort to obtain
federal funding for the Kalispell Bypass and has vigorously and persistently
expressed its view that the Kalispell Bypass Project should begin on the southern
end of the route; and
WHEREAS, the Kalispell City Council previously communicated with the Montana
Department of Transportation, expressing its resolve that the Kalispell Bypass
Project should begin on the southern end of the route; and
WHEREAS, the Kalispell City Council supports the efforts of the Kalispell Urban Area
Technical Advisory Committee to bring a consensus to the issue and believes that,
based upon the level of funding available, the Committee will reach the same
conclusion as Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. The City Manager is hereby directed to communicate the resolve of the
Kalispell City Council to the Montana Department of Transportation that
the initial phases of the Kalispell Bypass Construction Project should be
located on the southern portion of the project.

THE CITY OF KALISPELL, THIS 19" DAY OF NOVEMBER, 2007.
