SUBJECT: Kalispell Parrs and Recreation Master Plan
MEETING DATE: May 21, 2007
BACK. GROUND: Beginning in early 2000, Kalispell, Montana began to see
significant annual increases in its population, sometimes as high as 4.1 % per year. With
this growth has come a demand for more parkland, sport facilities and recreation services.
Recognizing that the City was not keeping up with this demand and that potential park
sites were being lost to other development, a decision was made to develop a long-range
strategy to meet future park and recreation needs. The master plan draft is the result of
that planning effort. It is Kalispell" s first Park and Recreation Comprehensive Master
Plan, and addresses the city's anticipated needs until the year 2020.
This Plan presents specific recommendations and strategies to address park and
recreation issues in the Kalispell Planning Area. Public perceptions, recreation interests,
and community needs were carefully considered in developing the master plan
documents.
When adopted by the City Council, the Plan will provide policies and guidelines to make
informed decisions about recreation services until 2020.
The planning process for this parks and recreation comprehensive master plan was made
up of four phases: inventory & analysis, needs assessment, recommendations and
implementation strategy. Additionally a community workshop and city-wide recreation
survey were also important tools utilized to gather necessary input.
The plan identifies a capital improvement cost estimate and priority list, a deferred
maintenance project list inclusive of cost estimates, and a detailed six year capital
facilities plan.
RECOMMENDATION: Approve Resolution 5202 Adopting the Parrs and Recreation
Comprehensive Master Plan
FISCAL EFFECTS: The total cost to develop the park system identified in the plan
is approximately 59.5 million, a figure comparable to the projected 15 year build -out
costs of many mid -size, growing communities in the Pacific Northwest. This is more
than the city can afford at this time, the implementation and financing recommendations
offer options to be considered specifically and individually. Two alternative financing
plans are proposed at the time of implementation. The Council will review and be able to
select the most appropriate strategy to follow.

RESOLUTION NO.5202
A RESOLUTION TO ADOPT THE RECOMMENDED "'KALISPELL PARKS AND
RECREATION COMPREHENSIVE MASTER FLAN".
WHEREAS, the Montana legislature, through to MCA 7-1-4124, has given the City of
Kalispell, as a general powers city, the obligation and the authority to set policy
and plan for public resources to serve the needs of the public; and
WHEREAS, it is prudent for the City Council to promulgate, review and approve a
comprehensive master plan for the City's parks and recreation programs; and
WHEREAS, early in 2006 the City contracted with consultants from MIG, Inc. to provide the
professional assistance for the formulation of a comprehensive master plan for the
City's parks and recreation programs and MIG, Inc., with the assistance of the
Kalispell City Parks and Recreation Staff, and with considerable public input
from surveys, completed a draft comprehensive master plan in November, 2006;
and
WHEREAS, on the 13th day of March, 2007 the Kalispell City Planning Board in its regularly
scheduled public meeting considered and reviewed the draft parks and recreation
comprehensive master plan; and
WHEREAS, on the 16th day of April, 2007, the City Council resolved to adopt a
comprehensive parrs and recreation master plan for the city, directed that the
draft comprehensive plan be published and called for a public hearing. The draft
plan was published on the City's website and made available to the public at the
City Clerk's office; and
WHEREAS, on the 7th day of May, 2007 a public hearing was held before the City Council
regarding the draft parks and recreation comprehensive master plan; and
WHEREAS, upon review of the draft Kalispell Park and Recreation Comprehensive Master
Plan, consideration of all evidence provided by the public, both oral and written,
the City Council finds that the draft plan, as presented, is in the best interests of
the citizens of Kalispell and an appropriate and valuable tool for the City to adopt
and utilize as direction for future planning and investment in the City's Parks and
Recreation program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. That pursuant to the powers vested in it by the Montana State Legislature,
the City Council of the City of Kalispell hereby adopts the draft Kalispell
Park and Recreation Comprehensive Master Plan and such plan shall
become effective immediately.
SECTION II. The Kalispell Park and Recreation Comprehensive Master Plan shall be
made available to the public upon request at the offices of Kalispell Parks
and Recreation.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF
