Bids were received and opened at 2:30 p.m. on April 25, 2007 for the referenced project. The City
received only one bid on this project, as noted below.

The 2007 engineer's estimate for this project was $680,000. The project is budgeted as Line Item
957 Force Main and Lift Station ##9 Fairway Boulevard Capacity Improvements for $701,360 in the
current budget.
Murphy Pipeline Contractors is finishing the Grandview Force Main Project this week. The per -
foot cost on the Grandview project was $124. Murphy Pipeline's per -foot bid amount on the
Fairway project is $95. The Grandview and Fairway projects are similar in terms of pipe sues
(both are 6" to 10" pipe bursts). The Fairway project is 6 180 linear feet and the Grandview project
was 2240 linear feet.
As a point of reference, the per -foot bid price from a northwestern Montana contractor (V.L.C.I.
based in Missoula) on the Grandview project was $195. The price the City has received on the
Fairway project ($586,201 total or $95 per foot) reflects the economy of scale on this larger project
and also reflects a substantial decrease in mobilization costs.
The bid price of $586,201 on this project is an exceptional value for the City. Murphy Pipeline

Contractors, Inc. has performed well on the current project. I recommend that Murphy Pipeline
Contractors, Inc. be awarded the contract for the Fairway Boulevard Force Main Replacement
Project.

SUBJECT: Award Bid -- Fairway Boulevard Lift Station Force Main replacement Project
MEETING DATE: May 7, 2007
BACKGROUND: The current budget includes funds for replacement of the sewer force main
from Fairway Boulevard lift station number 9. Replacement of this sewer force main will increase lift
station capacity nearly 300%. A single bid for this project was received on April 25, 2007 from:
Murphy Pipeline Contractors, Inc. $586,201.00
Jacksonville, FL 32246
The 2007 engineer's estimate for this project was $680,000. Murphy Pipeline was low bidder for
the recently completed Grandview Force Main Replacement project. The cost for that project was $124
per foot. The bid price for this project, which includes boring a new pipe section under the Stillwater
River, is $95 per foot. This price reflects exceptional value for the City and is due in part to greatly
reduced mobilization cost and economy of scale. Murphy's work on the Grandview project was excellent
and we recommend award of this contract to Murphy. A more detailed analysis of the bid is attached.
