SUBJECT: Award Bid — Grandview Lift Station Force Main Replacement Project
MEETING DATE: March 19, 2007
BACKGROUND: The current budget includes funds for replacement of the sewer force
main from Grandview lift station number 3.
Bids for this project were received on March 8, 2007 from:
Victory Equity Construction, Inc. (V.E.C.I.) $447,075
Missoula, MT 59808
Murphy Pipeline Contractors, Inc. $277,760
Jacksonville, FL 32246
The 2007 engineer's estimate for this project was $297,000. The apparent low bidder is
Murphy Pipeline of Jacksonville, Florida. A reference check revealed broad satisfaction with
Murphy's work. Therefore, we recommend award to the low bidder.
RECOMMENDATION: Award bid for replacement of Grandview lift station force main to
Murphy Pipeline Contractors, Inc.

Bids were received and opened at 230 pm on March 8, 2007 for the referenced project. The

The 2007 engineer's estimate for this project was $297,000.
I called three of the references for Murphy Pipeline Contractors, Inc. Matthew Wirtz, an
engineer with the City of Fort Wayne, Indiana, has worked with Murphy Pipeline on sewer and
water pipe bursting projects, with costs of $150,000 and $450,000, respectively. Mr. Wirtz
appeared to be pleased with the projects. He indicated that the Murphy Pipeline crews
coordinated the work well with the Fort Wayne maintenance staff. Mr. Wirtz also indicated that
Fort Wayne uses a prevailing wage schedule, and that Murphy Pipeline is familiar with
prevailing wage audits and regulations.
I also spoke with Bob Dudas, the Project Contact for five of Murphy Pipeline's pipe bursting
projects in Orange County, Florida. Mr. Dudas said that Murphy Pipeline does "excellent" work,
and that he hopes to work with this contractor on other pipe bursting projects. one of the
projects that Mr. Dudas mentioned was an 8-inch sewer main replacement of 2000 feet, similar
to the Grandview Project.
I received a message from. the Mayor of the Town of Baldwin, Florida. Mayor Marvin Godbold
expressed his appreciation for the professionalism of the Murphy Pipeline workers. He also
appeared to be pleased with the "extra effort made in seeing that services were not interrupted for
extended periods of time.
Based on my conversations with references and with Murphy Pipeline Contractors, Inc., I
recommend that Murphy Pipeline Contractors, Inc., the low bidder on the referenced project, be
awarded the contract.
