Resolution of Intent and Call for Public Hearing — CDBG Grant Application
MEETING DATE: March 5, 2007
BACKGROUND. The City of Kalispell held its annual Needs Assessment Public Hearing on
January 11, 2007 to identify needs in our community for housing, public facilities, and economic development
activities. This meeting, as always, was coordinated with Flathead County, Northwest Montana Human
Resources, Samaritan House, and Glacier Affordable Housing Foundation in an effort to be cost effective and
collaborative. The City of Kalispell is eligible this year to apply for grant funding for housing, economic
development and public facilities projects.
Flathead County and the City of Kalispell have been approached by TeleTech to submit a joint CDBG-
ED grant application. The joint application request will be in the total amount of $800,000 to provide training
for up to 160 employees. Based on TeleTech having secured a nationwide contract, 80 new employees will be
r ded �o service this large contract. Along with that 80 retained employees will be provided additional.
training to expand their skills. TeleTech will pay trainees $9.75 per hour during training and probationary
periods. once the trainee has satisfactorily completed the training and probationary periods, TeleTech agrees to
pay the trained employee a compensation package of salary and benefits totaling a minimum of $13.64 per hour
(MT CDBG-ED minimum job training wage).
RECOMMENDATION: Staff is recommending that City Council authorize a resolution of intent to submit
�t joint CDBG -ED grant application in the amount of $400,000 on behalf of TeleTech and set a public hearing
for April 2, 2007. The Flathead County Commissioners have approved the County application request on
February 27, 2007.
FISCAL IMPACT: Up to 6% administrative fee ($48,000) will be charged to the grant to cover the
administrative expenditures. These fees will be allocated between the City and County according to an
Interlocal Agreement. Additional staff time will be required beyond the administrative fee allocation.

A RESOLUTION OF INTENT TO AUTHORIZE SUBMISSION OF A JOINT GRANT
APPLICATION TO THE MONTANA CDBG ECONOMIC DEVELOPMENT PROGRAM
AND SETTING A DATE FOR A PUBLIC HEARING.
WHEREAS, the City of Kalispell and Flathead County are jointly applying to the Montana
Department of Commerce for a Community Development Block Grant Economic
Development Grant (CDBG-ED) in the amount of $400,000 on behalf of TeleTech in
order to provide training for up to 160 employees.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That the City of Kalispell agrees to conform to the regulations,
statutes, terms and conditions for the Application.
SECTION H. That James H. Patrick, City Manager, is authorized and directed to
submit this Application to the Montana Department of Commerce on
behalf of the City of Kalispell, and to provide such additional
information as may be required.
SECTION III. A public hearing is hereby scheduled for April 2, 2007 at 7:00 p.m. in
the City Council Chambers at City Hall, 312 First Avenue East,
Of Kalispell, Montana for the purpose of taking public comment on the
application.
