Call for Public Hearing - CDBG Public Facilities Grant Application MEETING DATE: March 5, 2007 BACKGROUND: Flathead Attention Home (FAH), a program of Youth Homes, has been serving our community since 1997. It provides shelter care in a home -like setting for youth ages 10 to 18 who are at risk and whose lives are in crisis. The Flathead Attention Home is the only program in Northwest Montana to provide this service. over the past five years, the need for this service has increased. Last year, 135 youth needed a safe place to live. Unforeseen situations have arisen that threatened the continued existence of this vital service to area at -risk youth. The Flathead Attention Home has leased three facilities and has had to relocate: twice on 11 crcreated a crisis which jeopardized the ability of FAH to continue its services. 1: d t h r-Aarri es would like to assure a permanent home for the Flathead Attention Home and has purchased a site on the corner of S`h Ave EN and Oregon Street to construct a homes specifically P y designed for shelter care. The home would contain 10 bedrooms and maintain 24 hour staffing Flathead .Attention Home has requested that the City sponsor a Community Development Bloch 'raft on their behalf to provide partial funding for the construction of the shelter. The City has an opportunity to apply for funding through. the Community Development Block Grant program in May 2007. If successful, the funds would provide up to $450,000, which will include <Idni.inistrative funds to the City. RECOMMENDATION: Staff is recommending the City Council authorize the Community Development staff to prepare a CDBG grant application and set the date of May 7, 2007 for a public hearing on the submission of the application. FISCAL, IMPACT: The Community Development Department will be able to receive up to &.210,000 to cover the administration of the grant. ALTERNATIVES: As suggested by Council. Patrick City Manager RESOLUTION NO, 5181 A RESOLUTION OF INTENT TO AUTHORIZE SUBMISSION OF A GRANT APPLICATION TO THE MONTANA CD1BG PUBLIC FACILITIES PROGRAM AND SETTING A DATE FOR A PUBLIC HEARING. WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce for a Community Development Block Grant (CDBG) to assist Flathead Attention Home in obtaining partial funding to construct a new shelter for at -risk youth within the city limits of Kalispell. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION I. That the City of Kalispell agrees to conform to the regulations, statutes, terms and conditions for the Application. SECTION II. That James H. Patrick, City Manager, is authorized and directed to submit this Application to the Montana Department of Commerce on behalf of the City of Kalispell, and to provide such additional information as may be required. SECTION III. A public hearing is hereby scheduled for May 7, 2007 at 7:00 p.m. in the City Council Chambers at City Hall, 312 First Avenue East, Kalispell, Montana for the purpose of taking public comment on the application.
