Hansz, P.E., Director of Public Works SUBJECT: Conditional Bid Award Recommendation -- water Supply and Storage Project MEETING DATE: July 2, 2007 BACKGROUND: The 2002 Facility Plan identified major deficiencies in Kalispell's utility systems that should be corrected in order to sustain the delivery of services in a rapidly growing community. Two of the areas needing attention are water supply and storage capacity in the upper pressure zone. In order to address the shortcomings of supply and storage, a project was assembled that included a new well facility located in Westview Estates, a new 2.0 million gallon water storage tank, and new transmission main from the tank to the City distribution system". A new well in westview Estates has been completed. The remainder of the project to provide a new in -ground tank west of Kalispell, connecting main line, and a well building with controls for the new well is the subject of the current bid. The bid package was divided into two separate schedules of work; one for the tank and another for the pipeline and well building. In addition, Schedule 2 included three additive alternates for different pipe sizes. Bids were received on June 21, 2007. There was a single bid for the tank from DYI , Inc. and two bids for the pipeline and well house, and additive alternates, from Sandry Construction and LHC, Inc. The Bid summary is attached for information. The Schedule 2 base bid provided for a 14-inch diameter transmission main. The additive alternates for larger transmission main pipe sizes included 1 6-inch diameter, 1 8-inch diameter, and 20 -inch diameter pipe. Also, two material options, PVC and HDPE, were listed to provide greater bid flexibility. Following receipt of the bids an analysis was done with the City's improved water system model to identify the optimum size pipe. From this analysis it is clear that best performance efficiency and cost efficiency is attained with an 18-inch diameter transmission main. RECOMMENDATION: Staff recommends conditional award of the Upper Zone Water Supply July 2, 2007 Conditional Bid Award Upper Zone Water Supply and Storage Project.doc and Storage Project Schedule 1 to DYK, Inc, based on their bid of $2,549,200.00. Staff recommends conditional award of the Upper Zone water Supply and Storage Project Schedule 2, with additive alternate #2 for 1 S-inch diameter pipe to LHC, Inc. based on their low bid of $1,155,317.05. Total construction cost will be $3,704,517.05. Part of this project is funded via a loan from the State Revolving Fund. Therefore, as was the case with the wastewater treatment plant expansion project, the City may not issue a final Notice of Award until authorization to do so is given by the Montana Department of Environmental Quality. This is a standard requirement for any project involving funding via the State Devolving Fund.
