Patrick, City Manager Tel 406.758.7708 Fax 406.758.7771 charball@kallspell.com SUBJECT: Resolution 5172 — Intent to Support the Establishment of an Interlocal E911 Dispatch Center MEETING DATE: Tuesday, January loth, 2007 — Regular Meeting BACKGROUND: The City of Kalispell, Flathead County, its rural fire departments and emergency services and each of the other cities in Flathead County, as well as many other emergency response agencies, all require emergency dispatch services. Currently within Flathead County there are separate dispatch operations serving the county, its agencies and the three cities. As staff has discussed with the Council in past work sessions, this has proved to be inefficient and counterproductive to the cooperative use of emergency services. Recently the managers of the various local governments and agencies have been discussing the bases for an agreement to combine services for a central dispatch center administered by a central administrative body composed of representatives of public agencies for the purpose of administering and setting the policies for such a staff as well as to coordinate its work in light of the priority of need and for the sharing of costs. RECOMMENDATION: That City Council pass Resolution 5172 to formally state its intent to support the establishment of an interlocal E911 dispatch center and to direct the City Manager to continue the negotiations. Patrick, City Manager RESOLUTION NO.5172 A RESOLUTION OF INTENT TO SUPPORT AN AGREEMENT TO ESTABLISH AN E911 CENTRAL ADMINISTRATIVE BODY COMPOSED OF REPRESENTATIVES OF FLATHEAD VALLEY PUBLIC AGENCIES FOR. THE PURPOSE OF ADMINISTERING COORDINATED E911 DISPATCH SERVICES AND FOR THE SHARING OF COSTS. WHEREAS, the City of Kalispell, Flathead County and its rural fire departments and emergency services and each of the other cities in Flathead County, as well as many other emergency response agencies, all require emergency dispatch services; and WHEREAS, currently within Flathead County there are separate dispatch operations within the County and the three cities; and WHEREAS, the Kalispell City Council has determined that it believes it is most desirable and efficient to consolidate the dispatch of law enforcement and emergency response personnel into one operation and one staff serving all of the governmental entities; and WHEREAS, the Kalispell City Council believes that an agreement should be made by July 1, 2007, between the various public agencies to establish a central administrative body composed of representatives of public agencies for the purpose of administering and setting the policies for such a staff as well as to coordinate its work in light of the priority of need and for the sharing of costs. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALISPELL AS FOLLOWS: SECTION I. The Kalispell City Manager is instructed to negotiate with Flathead County and the various other public agencies utilizing E911 emergency dispatch services in the Flathead Valley area for the purpose of constructing an agreement that establishes a central representative body to administrate a collective dispatch service and that develops an equitable cost sharing arrangement.
