Jentz gave a staff report. Atkinson moved second reading of ordinance 1595, an ordinance amending the City of Kalispell Subdivision Regulations codified at Chapter 28 of the Kalispell Municipal Cade, declaring an effective date, and authorizing the City Attorney to codify the same. The motion was seconded. Hafferman stated he is very concerned about the environmental assessment portion of the regulations because it is "right out of the playbook of one of the collaborators". He said this is an important document and the Council has not discussed the environmental portion, adding it's a "horrible piece of writing." Jentz responded that the purpose of an environmental assessment is to get important information to City staff so that Council can receive the best recommendation the staff can give on a project; it's not a place to take any shortcuts.
