BACKGROUND: The special assessment resolutions are adopted annually to provide a
levy to fund the costs of the city special programs finance by an
assessment levy. The resolutions include the assessments for
Lighting, Decorative Lighting, Solid 'Waste, Urban Forestry, Special
Street Maintenance and Storm Sewer. There are three rate changes
proposed. The first is the Storm Sewer assessment which reflects an
increase of 11.5% as previously recommended in the facility plan
and approved by council. The second rate is a 10% increase to
Special Street Maintenance for funds to be designated for pavement
replacement. The third change is an increase of $12.00 annually for
the residential Solid Waste collection. All other rates and
classifications remain the same.
RECOMMENDATION: Adoption of each resolution setting the assessments for Lighting,
Decorative Lighting, Solid Waste, Urban Forestry, Special Street
Maintenance and Storm Sewer.
FISCAL EFFECTS: Each resolution indicates the anticipated revenue to be generated by
the assessment.

RESOLUTION NO.5225
A RESOLUTION LEVYING AN ASSESSMENT FOR THE COST OF LIGHTING THE
STREETS AND ALLEYS IN THE CITY SPECIAL LIGHTING DISTRICT FOR THE
FISCAL YEAR 2007-2008.
WHEREAS, the assessment cost of the Special Lighting District for the fiscal year 2007-2008 is
estimated to be $200,000.00, and
WHEREAS, at a public hearing held on the 16th day of July, 2007, the City Council did consider
all objections made to said estimate and to the basis of levy and assessment for
payment for said cost:.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA:
SECTION I. That a tax levied for the assessment cost, of $200,000.00, be in the
amounts set opposite the description of each lot or parcel of land, as
shown by the special assessment lists on file in the office of the City
Finance Director.
SECTION II. The amount of said tax shall be levied proportionately on an area
basis in the amount of $.00300 per square foot of lot or parcel of land
within the distract except public streets or rights of way.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL THIS 20TH DAY OF AUGUST, 2007.
