SUBJECT. Resolution 5194 — Resolution of Intent and Call for Public
Hearing — Parks & Recreation Comprehensive Master
Plan
MEETING DATE: Monday, April 16, 2007 — Regular Meeting
BACKGROUND: Last year the City contracted with consultants from MIG, Inc. to
provide the professional assistance in the formulation of a comprehensive master
plan for the City's parks and recreation programs. The City Council recognized that
the City was falling behind in its ability to meet the growing needs of its citizens for
parklands and recreation within the City and that long range planning was
necessary to anticipate and meet such needs. MIG, Inc., with the assistance of the
Kalispell City Parks and Recreation Staff, completed a draft comprehensive master
plan in. November, 2006. This draft was created with the input of the public and
has been made available to the public ever since its release in hard copy format as
well as on the City's website.
RECOMMENDATION: That Council pass Resolution No. 5194 expressing its
intent to adopt a comprehensive master plan for Parks and Recreation and to call
for a public hearing on May, 7, 2007.
FISCAL EFFECTS: None at this time.

RESOLUTION NO. 51 94
A RESOLUTION OF INTENT TO ADOPT A COMPREHENSIVE MASTER PLAN FOR
KALISPELL CITY PARKS AND RECREATION, SETTING A PUBLIC HEARING AND
DIRECTING THE CITY CLERK TO PROVIDE NOTICE THEREFORE.
WHEREAS, the City Council acknowledges that the unprecedented growth the City is experiencing
may cause the City to fall behind in its ability to meet the growing needs of its citizens
for parklands and recreation within the City and that long range planning is necessary to
anticipate and meet such needs; and
WHEREAS, the City has therefore contracted with consultants from MIG, Inc. to provide the
professional assistance in the formulation of a comprehensive master plan for the City's
parks and recreation programs; and
WHEREAS, MIG, Inc., with the assistance of the Kalispell City Parks and Recreation Staff, and with
substantial input from the public, completed a draft comprehensive master plan for the
City's parrs and recreation in November, 2006; and
WHEREAS, the City Council should consider the recommendations of its consultants and input from
the public and adopt a Comprehensive Master Plan for the Kalispell City Parks and
Recreation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL
AS FOLLOWS:
SECTION I. That there is hereby set a Public Hearing on the 7th day of May, 2007, at 7:00
o'clock p.m. in the Council Chambers, City Hall, Kalispell, Montana, to discuss
the draft comprehensive master plan for the City's parks and recreation prepared
by MIG, Inc., with the assistance of the Kalispell Parks and Recreation staff.
SECTION H. The City Clerk is hereby authorized and directed to make, publish and distribute
notices of said Public Hearing in conformity with state law. The City Clerk shall
further make the draft comprehensive parks and recreation master plan available
to the public by posting the same on the City of Kalispell web site and by
providing a paper copy to the public upon request and payment of copy fees.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL, THIS 161h DAY OF APRIL, 2007.
