2. Grant Acceptance — Selective Traffic Enforcement Proszram
The police department has received a $30,000 increase to the Selective Traffic
Enforcement Program. Grant which runs through September 2007. The budget needs
to be increased by $15,000 with the additional $15,000 for next fiscal year.
3. ordinance 1600 — Stormwater Re lations — 2nd Readin
This resolution adopts stormwater regulations that comply with Federal and State
stormwater permitting requirements. ordinance 1600 passed unanimously on first
reading March 19.

E. PUBLIC HEARING — JOINT CDBG APPLICATION - TELETECH
Council will accept public comments concerning the submission of a joint Community
Development Block Grant application with Flathead County on behalf of TeleTech.
F, PUBLIC HEARING — TRANSPORTATION IMPACT FEES
Council will accept public comments concerning the proposed impact fees for the City's
transportation services.
G. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
1, Resolution 5188 --- Authorizin Joint CDBG Grant A plication - TeleTech
The City of Kalispell and Flathead County have been approached by TeleTech to
submit a joint Community Development Block Grant application in the amount of
$800,000 to provide training for up to 160 employees.
2. ordinance 1604 — Planned Unit Development Af4reement Amendment — Hilton
Garden Inn — 2nd Reading
Council will consider amending the language in the Hilton PUD agreement
addressing casino signage. ordinance 1604 passed on a six -to -one vote March 19.
3. Conditional Use Permit — Flathead Attention Horne
This is a request by Lance Issak for a Conditional Use Permit to locate a shelter care
facility for youths at the corner of 8th Avenue East North and East Oregon Street.
4. Presentation — Annexation Initial Zoniiig,. and Preliminary Plat Request — Cotta e
Gnrden
Planning staff will present, and Council will discuss, a request by Apex 1, LLC for
annexation, zoning, and preliminary plat approval on approximately 11 acres located
on the north side of Three Mile Drive.
5. Resolution 5189 — Annexation — Cottage... Gardens
The property proposed for annexation is located near the intersection of Meadows
Lane and Three Mile Drive.
6. ordinance 1605 — Initial Zonin — Cottaize Gardens
Apex 1 is requesting a zoning designation of R-3, Urban Single Family Residential,
on the property listed above.
7. Resolution 5190 — Preliminary Plat — Cotta e Gardens
Apex 1 is also requesting preliminary plat approval to create 30 lots on the property
listed above.
8. Resolution 5191— Construction Ageement ,..M.. Montana Department of Transportation
This resolution approves a construction agreement between the City of Kalispell and
the Montana Department of Transportation for the development of Reserve Loop.

Section 2-20 Manner of Addressing Council
Each person not a Council member shall address the Council, at the time designated in the
agenda or as directed by the Council, by stepping to the podium or microphone,
giving that person's name and address in an audible tone of voice for the record, and
unless further time is granted by the Council, shall limit the address to the Council to
three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the
Council or Staff.
C. No person, other than the Council and the person having the floor, shall be permitted
to enter into any discussion either directly or through a member of the Council,
without the permission of the Presiding officer.
d. No question shall be asked of individuals except through the Presiding officer.
